Note how the OP title says only 22 V2 (actually V2 mini). These are the new next generation satellites that are bigger than the original V1 which previously were launching ~55-~60 at a time.

eg:

So in terms of V1 they were saying a Starship can launch 400. (6.6 to 7.2 times that of the Falcon 9)

In terms of V2 that would likely be (145-158) by a Starship.
