Soon, India to have complete crash test of all cars

NEW DELHI: In the next one-and-a-half years, complete crash test of all new cars may happen in India. While a new state-of-the-art facility is being set up in Chennai for such tests, the road transport ministry has started the process of setting standards for New Car Assessment Programme (NCAP).

Once NCAP is notified, all new samples of vehicles will have to undergo safety test to ensure that these have safe margins and they have to get certification for their structural strength. At present, cars sold in India undergo front and rear crash tests.

Recently road transport minister Oscar Fernandes had announced that his ministry has started consultation with other ministries and Society of Indian Automobile Manufacturers (SIAM) to finalize NCAP. However, sources said the process will take little more time since the standards have to be fixed. "Many states have not even notified the maximum speed limit. How can you go ahead with planning big things until you have the basics in place? We should not be in a hurry to do copycat of the norms and standards of Europe," said a government official.

The minister's announcement came a couple of weeks before Global NCAP is likely to come out with first ever independent consumer crash tests for some of India's popular small cars.

In Europe, all new car models must pass certain safety tests before they are sold. Even developed countries like United States have their car assessment programme which ranks cars on the basis of their safety features and this information is available to public so that they can take an informed decision.

To carry out such safety tests National Automotive Testing and R&D Infrastructure Project (NATRiP) is establishing sate-of-art facility under Centre of Excellence for Passive Safety at GARC-Chennai. Two other passive safety facilities at iCAT and ARAI are also being set up.

The Chennai facility will be capable for performing frontal car to car crash, sled test, full vehicle crash test and also angular car-to-car crash. The lab will be able to perform EuroNCAP and USANCAP tests and having special equipments to measure and film crash test and some climatic control of the impact zone are required.
