ISLAMABAD: Under the solar village electrification programmes, 32 feasibilities have been prepared and submitted for approval and release of funds under Parliamentarian Sponsored Village Electrification Programmer, sources told Daily Times here on Saturday.
Funds for three schemes have so for been released under People Works Programme II (PWP-II) and the schemes are being implemented. The sources further said that in the solar village electrification programme under the prime ministers directive, 3,000 Solar Home Systems have been installed in 49 villages of district Tharparkar, Sindh, another 51 villages in Sindh and 300 villages in Balochistan are approved for electrification using solar energy and will be implemented on release of funds.
The sources claimed that the government is confronting power shortfall particularly during peak summer season. The available capacity is not enough to meet the existing requirement. Therefore, the sources claimed that the government is stressing for alternate energy sources.
In this regard the sources said the Alternate Energy Development Board (AEDB) is facilitating the private sector for development and promotion of alternative and renewable technologies. The government has taken a number of steps to develop infrastructure and grounds for development of solar sector.
Grid code is being amended to accommodate solar power and standardised project documents have been prepared for projects having tariff on cost-plus basis and made available to investors; standard project documents for projects opting upfront tariff are drafted and are under discussion.
Lenders confidence is built through supportive measures and almost all leading manufacturers of the world are now involved in the local market to supply solar equipment. National Electric Power Regulatory Authority (NEPRA) is working on offering an upfront tariff for solar projects with other countries of the world, adopted for quick development of solar power, like, facilitation and technical assistance to the provincial governments and duty and tax exemptions on solar equipment, development of private businesses engaged in solar technology; and capacity building of public, especially provinces and private sectors.
As a result of these measures, the government achieved success and through on grid, eight Letter of Interests (8 LoIs) with an aggregate capacity of 96 megawatts have been issued to private sector companies, which are at various stages of development.
Pilot programme for conversion of electric, diesel driven tube wells or dug wells with solar energy has been initiated under World Banks (WB) assistance to study the technical, financial and social viability of conversion. On successful implementation of the pilot, the WB will consider multimillion-dollar loan for up-scaling the programme, the sources maintained.
Water heaters have been imitated with the WB assistance to study technical, financial and social viability. This pilot is designed to trigger the market forces under different financial mechanisms and incentives.
Following the government policy of duty and tax exemption, import and installation of equipment for solar technology has increased manifold. Six-hundred and fifty units of solar water pumping systems have also been imported in the country. These water-pumping systems are installed for community drinking and agriculture purposes all over Pakistan.
Two-thousand units of solar water heaters have been imported in the county. These heaters are deployed all over the country especially in Balochistan, Gilgit Baltistan, Khyber Pakhtunkhwa and Northern Punjab.
A programme (PC-I) is undergoing for the promotion of widespread use of solar water heaters to save a substantial amount of gas and electricity. Total target of 250,000 solar water heaters will be installed in the country in next five years, which would save 30-40 percent of gas or electricity bills.
