As many as 45.7% of the entire population is living under the poverty line, according to a door-to-door survey carried out by Benazir Income Support Programme (BISP). The results sharply negate the outcome of another official survey which calculated incidence of poverty at 12%.
BISP Chairperson Farzana Raja told the National Assembly Standing Committee on Finance that 80 million people live below the poverty line. The survey did not include Federally Administrated Tribal Areas where it was delayed because of the security situation.
The door-to-door poverty survey was launched for identifying the lowest income segment in order to provide Rs1,000 monthly grant to needy people. The country’s total population is 175.3 million, according to the National Accounts Committee.
The survey results were based on a comprehensive questionnaire and the answers have been securitised in a computer to avoid human errors, said Farzana Raja.
The results of the BISP survey negate the outcome of Pakistan Social and Living Standards Measurement (PSLM) Survey 2010-11. According to the results of the basis of PSLM survey which was a committee constituted by Planning Commission Deputy Chairman Dr Nadeemul Haque, the incidence of poverty has declined from 17.2% in 2008 to slightly over 12% in 2011. In 2010-11, the estimated population was 175.3 million and around 21.5 million people were living in abject poverty.
The government is reluctant to officially announce the PSLM survey based results. Experts argue that a drop in poverty is impossible when there is an average job growth of 2.6% in the last four years against the requirement of 8% and inflation has stayed in double-digits for the fifth consecutive year.
The government’s expenditures exceeding its incomes became the biggest reason for double-digit inflation in the country,” conceded Finance Minister Dr Abdul Hafeez Shaikh in the committee meeting. He said the government’s other big failure was decreasing investment. Out of every Rs100 income, the country invests only Rs12.5 – the lowest ratio in history, according to the Annual Plan Coordination Committee report.
Farzana Raja said that BISP data almost matched the PSLM data.
BISP is currently providing Rs1,000 monthly cash grant to 40 million people or 23% of the total population. IF the grant was being provided using the Planning Commission’s methodology 18.5 million people would have been deprived of the BISP.
He added that out of 80 million total poor in the country, 64 million or 36.5% of the population lives in chronic poverty.
She proposed the BISP can sit with Planning Commission and Pakistan Bureau of Statistics to share its findings.
She said the BISP needs Rs106 billion next year just to feed 40 million people, currently covered in the programme. However, the finance ministry has budgeted Rs60 billion, which is only 56.6% of the demand. Farzana Raja said that the US would soon provide $75 million under Kerry Lugar Act for the BISP.
The federal government has provided Rs126 billion to the BISP in the past four years while an amount of Rs26 billion was given by the foreign lenders, said Finance Secretary Wajid Rana.

pls talk about pakistan where poverty has been increasing at a phenomenal rate... why are so insecure..? i have to report u again.

Report me sonny, why such a cry baby, if your going to talk about Pakistani poverty, then indian poverty is fair game. Regarding BISP, the budget is coming up, it wants more funds so is talking up the amount of poor. Happens in every country, with different bodies lobbying the treasury.
 
Yes indeed you are correct. The thread is related to poverty and Pakistan. It is a fact that our nation suffers from people being unable to sustain food on the table for them to consume. Lets pray we can eradicate this and our corrupt politicians pull their finger out and move forward. It is most unfortunate tonight children will be hungry in our nation.
May i ask the OP what his obsession is to insinuate and suggest that these facts are only relevant to Pakistan? Does the country flag he aspires to shine any brighter? It is a clear indication to your mindset and your need to troll or belittle the nation who are the owners of the site - pathetic mentality.
I dont view poverty in Pakistan India or anywhere else any differently and hope we eradicate it EVERYWHERE. A starving child in Pakistan or India is viewed in the same manner - now i suggest you grow up and stop embarrassing your self.

wow...hold on your breath.. i have posted the the news from a pakistani news source and why you people blame the OP always.. rather than talking about the serious issue of poverty in pakistan ? and please also lecture a bit to your fellow countrymen...look at the responses of pakistani members. I think you people are highly insecure and don't want to talk about the malaise in your country.

ISLAMABAD: Jeevay Pakistan Jeevay Muqami Hakoomat (JPJMH) Chairman Daniyal said that the number of people living below poverty line in Pakistan had reached to 90 million during the last four years and further two million would face the same fate in coming months as a result of anti-people policies of the so-called democratic rulers. Commenting on a report of the Multi-National Poverty Index about increasing poverty, Daniyal said the report was “a slap on the face of corrupt rulers, who shamelessly claimed to have delivered for the masses”. Indeed, they had delivered poverty, price hike, unemployment and worst law and order to the people, he added. He said 58.5 percent population of Balochistan was living below poverty line while 43.8 percent people of Punjab were also poverty-struck. He said it was cruel that the people of Pakistan were committing suicide due to poverty while daily expenditures of the President’s House and the Prime Minister’s Secretariat had risen to Rs 1.4 million and Rs 1.5 million respectively

Regarding BISP, the budget is coming up, it wants more funds so is talking up the amount of poor. Happens in every country, with different bodies lobbying the treasury. Poverty needs to be fought holistically - every Pakistani must resolve to remove this evil from our country.

I give Indian members hell(and will do it again) when I see them dragging in Pakistan into an Indian poverty thread.. and shall have no qualms about doing the same to Pakistani members attempting to do the same here.

There is rising poverty in Pakistan, although the data here generated by the BISP may have more to do with budget allocation(and the associated corruption for the officials incharge) than actual figures. More accurate data is available with WHO or other international organizations but it is beyond the scope of this discussion and hence not needed here.

Poverty however, does not mean hungry people.. since in many cases.. such income support programmes backfire as they tend to turn these poor people into alms seekers instead of helping them meet their ends.
What is needed is skill development for such people and the effort to find them employment or other means of creating their own income instead of looking to others for support.
 
Poverty is a curse. Call it karma or whatever, there's nothing worse in this world for a father than looking into the desirous eyes of his child and then telling the kid to live with his helplessness.

Sad that Indian and Pakistan hunger cheer some up here on this forum when both countries are cursed with this evil
 
Education is the only way to get out of poverty, we must endeavor as Pakistanis to defeat this evil in our society.

The question of poverty is without doubt an issue.
The blatant corruption by our scumbag leaders is the tip of the iceberg. I hope and pray for new leadership to make this one of the most important priority in their manifesto.
The lack of credibility that these morons have installed in the international field has not helped. Its harder to attract foreign investment and so the circle of poverty continues.....

Considering that he now is a convicted criminal.. would you be surprised??
This old hand politics in the sub-continent must go.. the people have suffered too much under corruption.
India should be lauded for taking it head on.. like the ex-minister who was arrested recently.
 
So 1000 rs per month to more than 20% of poor family ..thats a good scheme
