LISBON, Portugal – NATO planned Saturday to deliver a historic invitation for Russia to join a missile shield protecting Europe against Iranian attack, a milestone for an alliance that was built to defend against Soviet forces.

NATO Secretary-General Anders Fogh Rasmussen previewed the hoped-for cooperation on missile threats by declaring at the outset of a NATO meeting with Russian President Dmitry Medvedev that: "It is a threat we can best defend against together. Starting today."

President Barack Obama won NATO support on Friday to build the missile shield over Europe, an ambitious commitment to protect against Iran's increasingly sophisticated ballistic missiles and a nuclear program the West says is aimed at producing a bomb.

Two key unanswered questions about the missile shield — will it work and can the Europeans afford it? — were put aside for the present in the interest of celebrating the agreement as a boost for NATO solidarity.

"It offers a role for all of our allies," Obama told reporters. "It responds to the threats of our times. It shows our determination to protect our citizens from the threat of ballistic missiles." He did not mention Iran by name, acceding to the wishes of NATO member Turkey, which had threatened to block the deal if its neighbor was singled out.

Turkish President Abdullah Gul said Saturday that NATO met his nation's demands and that the agreement "was within the framework of what we wished. We are pleased about this."

And France, which had had reservations that the missile shield plan might come across as a substitute from nuclear deterrence, said it too had signed on after its concerns were answered.

"France would have refused a unilateral project disconnected from reality, or costly — or if it had been for that matter hostile to Russia or had been a substitute for nuclear deterrence," French President Nicolas Sarkozy said.

He noted that no country was specifically mentioned as the object of the missile defense, but added: "France calls a cat a cat: the threat of the missiles today is Iran."

Under the arrangement, a limited system of U.S. anti-missile interceptors and radars already planned for Europe — to include interceptors in Romania and Poland and possibly radar in Turkey — would be linked to expanded European-owned missile defenses. That would create a broad system that protects every NATO country against medium-range missile attack.

Russian President Dmitry Medvedev on Saturday joined a meeting of NATO's 28 leaders — a gesture that marked a sea change for a partnership created after World War II to defend Western Europe against the Soviet threat.

The allies opened their summit by agreeing on the first rewrite of NATO's basic mission — formally called its "strategic concept" — since 1999. They reaffirmed their bedrock commitment that an attack on one would be treated as an attack on all. In that context, the agreement to build a missile defense for all of Europe is meant to strengthen the alliance.

What remains in conflict, however, is the question of the future role of nuclear weapons in NATO's basic strategy. The document members agreed to on Friday says NATO will retain an "appropriate mix of nuclear and conventional capabilities" to deter a potential aggressor. Germany and some other NATO members want U.S. nuclear weapons withdrawn from Europe.

On the topic of a U.S.-Russia arms treaty, Obama was backed by NATO head Anders Fogh Rasmussen, who told reporters that the treaty, called New START and signed in April by Obama and Medvedev, would improve security not only in Europe but beyond.

Ministers from six European countries — Denmark, Lithuania, Latvia, Hungary, Norway and Bulgaria — on Saturday urged U.S. lawmakers to ratify the stalled nuclear treaty, saying failure to do so would be a setback for European security.

The pact would reduce the limits on strategic warheads held by the U.S. and Russia and would establish an inspection system. It would be a major setback for Obama if he's unable to get it ratified by the Senate after inking it with Russia's president earlier this year.

NATO and Moscow also were expected to sign agreements to expand the alliance's supply routes to Afghanistan through Russia; set up a new training program in Russia for counter-narcotics agents from Afghanistan and other Central Asian countries; and agree on a program to provide training to Afghan helicopter crews.

Russia has agreed to co-operate on Nato's programme to defend against ballistic missile attacks, Nato's chief has said.

Anders Fogh Rasmussen said at a Nato summit in Lisbon that the two sides had agreed in writing that they no longer posed a threat to one another.

"For the first time the two sides will be co-operating to defend themselves," Mr Rasmussen said.

The Lisbon summit has been redrawing Nato's focus to face new challenges.
'Real importance'

Russian President Dmitry Medvedev said of the summit: "A period of very difficult, tense relations has been overcome."

This is the first Nato summit Russia has attended since the Russia-Georgia war two years ago.

Nato members had earlier agreed on a programme to develop and deploy defences against ballistic missile attack on their territories.

Mr Rasmussen said he had extended an offer to Russia to co-operate on the programme and was "very pleased that [Russian President Dmitry] Medvedev has taken up that offer".

Mr Rasmussen said this agreement was of "real political importance" and a "true turning point".

Dealing with President Medvedev - Nato's guest here - is one thing, but there are many in the Russian military, its parliament and even in government, who remain more sceptical about Nato's intentions. Indeed some Russian analysts have seen Mr Medvedev's seemingly softer stance towards Nato as a clear sign he wants to put some distance between himself and PM Vladimir Putin. The two men could be rivals for the Russian presidency in 2012. Mr Medvedev may be carving out a position as the man best able to do business with the West, hence his declaration that the "period of cooling relations" between Russia and Nato "is over".

Nato seems to have got most of what it wanted from Moscow: expanded transit routes into Afghanistan; stepped up Russian counter-narcotics training for Afghan security forces; and collaboration on countering terrorism and piracy. Russia's agreement to explore - but not yet join in - deliberations with Nato on missile defence is also a positive sign for the alliance; another sign perhaps that Mr Medvedev wishes to be his own man.

There would be an exchange of information on the threats to European skies, he said, and the two sides "could conceivably co-operate on shooting down an incoming missile".

Mr Rasmussen said: "The Nato nations and Russia have today agreed in writing that while we face many security challenges, we pose no threat to each other."

He said Russia had agreed to allow more supplies to travel through Russian territory to support Nato's mission in Afghanistan and to allow equipment out as well.

Moscow withdrew from Afghanistan in 1989 after a bloody 10-year conflict.

Mr Rasmussen said there would also be increased co-operation with Russia on terrorism, weapons of mass destruction, piracy and counter-narcotics.

Mr Medvedev hailed the "constructive atmosphere" of the talks, adding: "We have ambitious plans, we will work across all directions, including European missile defence and the Russia-Nato council has demonstrated that."

Mr Medvedev praised US President Barack Obama for his "courageous" rejection of the version of the European missile shield projected by former President George W Bush.

But Mr Medvedev said many details of the shield plan were still uncertain and that the scheme would "only be peaceful when it is universal".

And he warned: "Our participation has to be a full-fledged exchange of information, or we won't take part at all."

"We have agreed to co-operate on missile defence - we have turned a source of past tension into a source of co-operation," he said.

The missile shield programme was a "clear plan to protect" allies in Europe, Mr Obama said.

He also again appealed to the US Senate to ratify a new Start treaty he has agreed with Mr Medvedev.

The treaty would reduce both countries' nuclear arsenals and allow each to inspect the other's facilities.

Mr Obama said the Senate should "rise above partisanship" to ratify the deal.

He said there had already been "18 hearings and nearly 1,000 questions answered" on the treaty and it would have "to start over from scratch in January" if it were not ratified.

Mr Obama said he had won "overwhelming support" among Nato allies for the Start deal.

Mr Medvedev also called on the Senate to be "responsible" and ratify the deal.

The two-day Lisbon summit has been billed as one of the most important in Nato's history, as it seeks to update its strategy and structure to face new security threats.

On Friday member states agreed a new 10-year "strategic concept", a document that defines the fundamental nature of Nato's role in the world.

No enemy is permanent, man. Cold War is over; Russia is inviting more and more Western participation and industrial partnerships, there are lots of joint ventures, Russians today are pretty Westernized in attitude etc etc.

In short, Russia's identified its true enemy; self-restriction based on fictitious ideologies (Communism) that stunted its growth and now has become a trading, economic-deals hungry giant.

Russia suffers same kind of terrorism that Americas, European Union, us Indians and middle east are facing; So about time cold war mentality dies and the Bear joins the brigade.

Russia is only being smooth talked becuase they know if they install any missiles close to Russia there will be bomber aircrafts landing in Cuba , and all over world basis

What makes you think that this is a verbal promise alone? My friend, I think you got to know that such deals have concrete signs and right now NATO needs Russia more than Russia needs NATO. The missile shield participation at equal partner level is aimed at a pan-European security agreement that took place earlier this month between Rassmussen and Medvedev in Europe. US encouragement further adds to Russian position.

US also propped Russia's entry into WTO and has a lot of high level agreements with them Check RIA Novosti yourself.

You are comparing North Korea the most isolationist country in this planet to a world power, Russia? :blink: Read what I mentioned above. Such deals always have something that both parties will benefit from; especially if both parties are big and significant.

Smooth talked? Do you think Russian diplomats are kindergarten kids not to know how to tackle NATO? As for bombers, this isn't Cold war; the missile shield's condition is that it shouldn't be aimed at Russia and had the condition of a pan-European shield.

Think about it dude, if even one of the ballistic missiles (not Iran's alone but any country's with that capability) make it through their existing measures, it would cause catastrophe. Europe and Russia's combined population is still less than either India's or China's alone.

The new missile shield is simply for NATO countries and additional participants, Russia being a pushing member. Who said the world "hates" USA? Otherwise , no one would ever engage with them. There is no "love" or "hate" in politics man. It is all convenience. USA bombed Vietnamese 30 years ago so badly; today the same Vietnamese under a government that US tried so hard to destroy, held EAS and welcomed this former enemy and even had talks of nuclear deal.

That's the best example I can give you.

If Russia agrees, NATO might bet a slightly longer, but safer route straight in Afghanistan's heart. In such a case, only you lose valuable revenues. That NATO passage closure card that you played was a little too early; if you had given more time and opened it at a more critical junction, it would have been effective.

Russia accepts NATO's invitation to join missile shield in Europe

Russian President Dmitry Medvedev on Saturday accepted NATO's invitation to participate in the creation of a joint missile defense shield in Europe, NATO Secretary General Anders Fogh Rasmussen said.

Russia and NATO agreed to formulate terms for missile defense cooperation by June 2011.

"We could cooperate one day in shooting down missiles," Rasmussen said.

The NATO-Russia Council, which met in Lisbon, also agreed to resume theater missile defense exercises and continue cooperation on the joint assessment of ballistic missile threats and the fight against sea piracy.

Rasmussen described the meeting as a "true, fresh start" to the relationship, adding that the 29 members of the council shared important interests and the "same threats" to their security.

NATO has officially invited Russia to participate in the creation of a missile defense shield in Europe, the alliance said in its summit declaration adopted on Saturday.

"We have decided to develop a missile defense capability to protect all NATO European populations, territory and forces, and invited Russia to cooperate with us," it said.

NATO will continue to explore opportunities for missile defense cooperation with Russia in a spirit of reciprocity, maximum transparency and mutual confidence.

"We reaffirm the Alliance's readiness to invite Russia to explore jointly the potential for linking current and planned missile defense systems at an appropriate time in mutually beneficial ways," the declaration said.

The alliance is also prepared to engage with other relevant states, on a case by case basis, to enhance transparency and confidence and to increase missile defense mission effectiveness.

Russian Foreign Minister Sergei Lavrov said earlier this month that a joint missile defense system was "completely feasible."

Moscow has retained staunch opposition to the deployment of missile-defense systems near its borders, claiming they would be a security threat. NATO and the United States insist that the shield would defend NATO members against missiles from North Korea and Iran and would not be directed at Russia.
