More than 664 Kms of Metro Rail Projects in 15 Cities Presently Under Implementation, while more than 515 Kms of Metro Line Operational in Republic of India

Apprises Consultative Committee of Various Initiatives/Progress in Urban Transport Systems

More than 664 kms of Metro Rail projects in 15 cities are presently under various stages of implementation, while more than 515 kms of Metro Line are already operational in India.

Providing details of the Metro Rail projects presently under operation/implementation that several new cities are now aspiring to have Metro Rail Systems. The State Governments/Union Territories have been advised to prepare the Detailed Project Report (DPR) in line with the provisions in the Metro Rail Policy 2017 and submit. He also said that Regional Rapid Transit System (RRTS) projects comprising 373 kms between Delhi-Meerut, Delhi-Panipat and Delhi-Alwar are under planning. All new metro projects are approved subject to provision of last mile connectivity for the passengers. Provision of last mile connectivity for the Delhi Metro by a newly created entity is at an advanced stage and is likely to be completed soon.

Has released funds to various Metro Rail Projects to the tune of Rs. 9,286.09 in 2015-16, Rs. 15,298.61 in 2016-17, Rs. 13,956.23 in 2017-18 and Rs. 7,481.28 in 2018-19 (upto September 30, 2018).

In order to create an ecosystem for metro rail has notified the Metro Rail Policy, 2017. “The policy bridges the gap for ascertaining and enhancing the feasibility of metro rail projects from economic, social and environmental perspective. This aims to focus on systematic planning and implementation of metro rail systems and act as a guide to state governments for preparing comprehensive proposals for metro rail projects”, he emphasised. The policy also enables greater private participation and innovative financing through Transit Oriented Development (TOD) and Value Capture Finance (VCF). The Meeting that the Govt provides financial support for metro rail projects in the form of Grant to the States up to 10% of project cost or in the form 50:50 equity sharing with State Governments or viability gap funding to the extent of 20% of the capital cost of public transport projects under PPP model.

The National Transit Oriented Development (TOD) Policy in May 2017, with the objective of encouraging compact mixed use development which reduces the need for travel and improve the access to public transport. The policy aims to promote inclusive habitat by ensuring that the people dependent on public transport can live in the liveable communities within the walkable distance of transit stations. City specific strategies and mechanism may be framed for implementation of TOD. Also formulated and issued standards for all components for Metro Rail Systems viz rolling stock, signalling systems, electrical and electromechanical components and civil engineering structures to promote “Make in India” and reduction in cost.

The 11th Urban Mobility India (UMI) Conference is planned from 2 to 4 November, 2018 at Nagpur, with the theme “Green Mobility” to disseminate up-to-date and best urban transport practices information to the cities and to bring together the technology and service providers, policy makers, practitioners, officials in urban transport from India and abroad, he added.

Outstanding Civil Engineering Staff and Officers of Indian Railways

39 outstanding Civil Engineering Staff and Officers of Indian Railways with Certificates of Excellence in a felicitation programme here today. The civil engineering staff and officers who had done exemplary and outstanding works in prevention of accidents, accelerated completion of safety works, works of high quality passenger amenities including Foot Over Bridges and beautification of stations, construction of important bridges, new lines and doubling projects, etc. from all over Indian Railways were honoured for their outstanding work.

Underlined the importance of their role in the modernisation of the Railways. He added that we can get transformational results in Railways that is re-engineering itself. All it requires is dedication and an open mind to new ideas and risks.

During the function, a Book on “Building the Great Himalayan Railway - The Story of USBRL” was also released. The Book covers the journey and challenges of construction of Udhampur-Srinagar-Baramullah rail link project which is a national project, in a beautiful and interesting pictographic format.

Over 250 Staff and Officers from all the Zonal Railways, RDSO, Indian Railways Institute of Civil Engineering and Commission of Railway Safety were present on the occasion.

Landmark Recruitment Drive by Railway Recruitment Control Board (RRCB)

RRCB holds Recruitment Examination for over One Crore Candidates for Recruitment to Level-1 Posts The examination is being held in over 400 centers. Each day 3 to 4 Lakh Candidates appear at the examination and the attendance is over 60% To help Candidates reach the test centers, Google link map has been provided on the admit card


Railway Recruitment Control Board (RRCB) has achieved a milestone of holding recruitment examination for over one crore candidates for recruitment to Level-1 posts (erstwhile Gr.D). In all, 1.89 crore candidates are to sit for this examination to compete for recruitment against 62907 vacancies of Level- 1 posts. This mammoth examination has been organized by Railway Recruitment Control Board for Indian Railways. The examination is being held in over 400 centers. Each day 3 to 4 lakh candidates appear at the examination and the attendance is over 60%. It will be completed in 51 days by end of December, 2018.

Before this ongoing exam for Level- 1 posts, RRBs have also completed first stage Computer Based Test for 47.56 lakh candidates for ALP and Technician posts from 9th August to 4th September, 2018. Thus on current round of these two recruitments put together, the exam of more than 1.5 crore candidates has already been conducted so far.

Elaborate arrangements have been made by Indian Railways for this unprecedented scale of examination. The examination is online and each center is equipped with modern electronic devices so as to be as candidate friendly as possible. To ensure free and fair examination CCTV cameras have been installed in the examination halls. Apart from trained invigilators flying squads have been deputed to visit centers so that there is no unfair means adopted by any candidate. To help candidates reach the test centers, Google link map has been provided on the admit card.

17.86 km long Trilokpuri Sanjay Lake - Shiv Viharsection of Delhi Metro Pink Line opens for public---boon for Eastern & Northern Fringes of National Capital

Delhi Metro Network has now become 314 kilometres long with 229 metro stations All major corridors under Delhi Metro’s Phase 3 expected to be opened by December 2018

The 17.86 km long Shiv Vihar–TrilokpuriSanjay Lake section of the 59 km long Majlis Park - Shiv Vihar corridor (Line 7) of Phase 3, also known as the Pink Line is now ready for passenger operations. It was inaugurated here today by Minister of State (I/C) for Housing and Urban Affairs, Shri Hardeep Singh Puri and Deputy Chief Minister of Delhi, Shri Manish Sisodia. Transport Minister of Delhi Shri Kailash Gahlot, Member of Parliament Shri Manoj Tiwari, Secretary MoHUA Shri Durga Shankar Mishra, MD of DMRC Shri Mangu Singh andsenior officials were also on the occasion.

This stretch will be a major boon for the eastern and northern fringes of the national capital. Three interchange facilities at Welcome (With Red Line), Karkarduma and Anand Vihar ISBT (with Blue Line) will tremendously boost the connectivity of areas such as Shiv Vihar, Gokul Puri, Maujpur, Jaffrabad etc. In the future, this stretch will get connected with the presently operational Majlis Park – Lajpat Nagar section of Pink Line. The residents of the neighbouring Ghaziabad areas of Uttar Pradesh will also get immensely benefitted. The Majlis Park – Shiv Vihar Corridor is crossing the existing Vaishali- Dwarka elevated line 21 metres above the ground and is 10 metres above the existing Metro line.

With the opening of this section, the Delhi Metro network has now become 314 kilometres long with 229 Metro stations. All the major corridors under Delhi Metro’s Phase 3 are expected to be opened for passengers by the end of the year.

Addressing the gathering, Shri Hardeep Puri said that with this expansion, the Delhi Metro has become member of an elite club of large metros which have such a mammoth network of over 300 km long route and added that in coming months it will also breach the 350 kilometre mark and more and more people of the entire National Capital Region will be benefitted. He said, Delhi Metro is indeed scripting history as it has added 80 kilometres of new sections in the year 2018. The Minister appreciated Delhi government’s assurance for clearing the hurdles for commencement of Delhi Metro Phase-IV project of 103.93 km length. He said, clean and green public transport system is essential to combat air-pollution, decongest the city and providing a dependable mobility platform to people. He said, in the coming months also, a lot of expansion is going to happen in the NCR cities as new sections will open in NOIDA, Greater NOIDA, Ghaziabad and Ballabhgarh.

Other Regional Rapid Transit System (RRTS) projects being planned include the 82.15 km. Delhi to Meerut corridor; Delhi- Panipat (111 km) and Delhi- Alwar (180 km).

Shri Vishwesh Chaube appointed as new Member (Engineering), Railway Board

Shri Vishwesh Chaube has been appointed as new Member (Engineering), Railway Board and ex officio Secretary to the Government of India and has assumed charge with effect from 1st November 2018. Shri Chaube, an Indian Railways Service of Engineering (IRSE) officer of 1980 batch, has worked in the key posts of General Manager Northern Railway and Metro Railway Kolkata, Principal Chief Engineer South Eastern Railway, Director Indian Railway Institute of Civil Engineering (IRICEN), Pune and in Northern Railway as Chief Track Engineer (CTE) and Divisional Railway Manager (DRM), Firozpur.

In Railway Board as Executive Director, he monitored implementation of multi-disciplinary aspects of running higher axle load and briefed full Board on monthly basis on actions required to be taken by Railways. He has also dealt with works of Safety Related Special Funds (SRSF) and implementation of High Speed on pan India basis.

For the first time in modern times, in the Rail sector, large value contracts were successfully awarded and executed by him in Rail Vikas Nigam Limited (RVNL). As Chief Engineer/Construction on Western Railway, various innovative projects of infrastructure development have been executed by him. The first project in Western Railway on Build Operate Transfer (BOT) basis, i.e. Viramgam-Mehsana Gauge Conversion project was conceptualized and awarded by him.

Indian Railways eliminates Unmanned Level Crossings (UMLCs) on Broad Gauge in a Mission Mode

As on 01.04.2018, there were 3479 Unmanned Level Crossings on Broad Gauge routes, of which 3402 UMLCs have been eliminated in last seven months

12 Zonal Railways are free from UMLC


Indian Railway has taken a mission area to eliminate all Unmanned Level Crossings (UMLCs) on Broad Gauge and accordingly special efforts have been made so that elimination can be completed at the earliest.

As on 01.04.2018, there were 3479 Unmanned Level Crossings on Broad Gauge routes. Total 3402 UMLCs have been eliminated in last seven months. Balance 77 UMLCs have also been planned to be eliminated by December 2018.

Most of the UMLCs have been eliminated either by provision of Subway/RUBs or by manning.

From the above, it is clear that in last 7 months progress improved more than 5 times as compared to last years.

All Unmanned level crossings on routes having speed more than 130KMPH and on Sub-urban routes have been eliminated.

12 Zonal Railways - Central Railway, Eastern Railway, East Central Railway, East Coast Railway, North Eastern Railway, North East Frontier Railway, Southern Railway, South Central Railway, South Eastern Railway, South East Central Railway & West Central Railway are now become UMLC free on Broad Gauge route.

By elimination of UMLCs on war footing, accidents at UMLCs have reduced from 65 in 2009-10 to 3 in 2018-19.

Ministry of Railways declares results of first stage of recruitment of Assistant Loco Pilots and Technicians for 64,371 posts

5,88,605 candidates have qualified in the first stage to appear in second stage Over 36 lakh (36,47,541) candidates appeared in the first stage Second stage examination scheduled from 12th to 14th December, 2018 E-call letter to be available 4 days prior to the examination date of second stage

Indian Railways has published the results of first stage Computer Based Tests (CBT) held for recruitment of Assistant Loco Pilots and Technicians, on 02nd November, 2018.

5,88,605 candidates have qualified in the first stage to appear for the second stage examination. The first stage examinations were held from 09th August, 2018 to 04th September, 2018, in which a total of over 36 lakh (36,47,541) candidates appeared. The examinations were held online in 440 centres spread over the country. Indian Railways have advertised 64,371 posts for recruitment of Assistant Loco Pilots and Technicians.

Candidates who appeared in the Computer Based Tests and indicated the RRB of their choice can view their individual score by logging in through the link provided in the official website of the RRB they have opted for. The candidates can also access the Master Question Paper of their shift of examination along with the final key of the answers. The cut-off marks for all the notified posts are also available on the website.

The candidates who have qualified in the first stage will be required to attend the 2nd stage examination scheduled from 12th to 14th December, 2018.

The candidates can download their examination city intimation 10 days prior to the actual day of the examination. E-call letter will be available 4 days prior to the examination date. Candidates will be informed to download their E-call letter through SMS, e-mail and also notice on the website of RRB.

RPF conducted Nation Wide Raid on Railway E-Ticket Touts

Unauthorized use of E-Ticket Personal User Ids were under constant Electronic Surveillance of R.P.F.

On 2nd November’ 2018, simultaneous raids against e-ticket touting were conducted in more than 100 cities throughout the Indian Railways on ‘All India’ basis.

Acting on various sources, a detailed analysis of booking pattern of railway reserved e-tickets was done by the Security Directorate, Railway Board. RPF examined minutely various modus operandi being used by touting element to procure and sell e-tickets unauthorisedly through Personal User Ids.

Accordingly, out of more than total 5 crore users, a list of most suspected personal user IDs was prepared at Railway Board, New Delhi. This congenial list of suspected users were, then shared with Zonal Heads of RPF (IG-cum-PCSCs) through a secret communication to maintain element of surprise in the entire operation (Code Name – Operation Storm).

Detailed instructions of the Director General/RPF were also conveyed regarding thorough verification of credentials & activities of all suspects at ground level well in advance of the proposed raid.

Though, the investigation is still going, information received so far is as under:-

  • 185 Touts, indulged in touting activities since long, arrested & prosecuted. During the nation-wide raid, maximum (40) touts were arrested over Western Railways followed by Eastern Railway (32).
  • 1875 future journey e-tickets worth 35.68 lakh forfeited.
  • One illegal software was also detected in Mumbai.
  • 1268 Personal User IDs, which were being used to carry out touting activities, sent to IRCTC for deactivating them immediately.
  • 166 cases under section 143 of the Railways Act’ 1989 have been registered at various RPF Posts and taken up for investigation. Persons found involved in abetment of touting activities, will also be taken up appropriately as per extant legal provisions.
Keeping in view the ongoing festival season, a drive against touting element is already going on since 7th October’ 2018. During this drive (Upto 2nd November’2018), total 891 touts have so far been arrested with the recovery of future journey tickets worth Rs. 1.50 crore and total tickets worth Rs. 5.75 crore.

The drive and investigation of cases is still going on. Team RPF is committed to take strong & sustained action against touting elements in future also.
