Plan to make Pak transit corridor for C. Asian republics

ISLAMABAD: Pakistan is expected to finalise transit transport agreements with Central Asian republics by June next year to improve trade links with these countries.

The National Trade Corridor Task Force is giving final shape to a plan to install scanners at border posts.

According to a presentation made by the task force, in which officials of the customs department of Federal Bureau of Revenue are playing the main role, the scanners would be installed at Chaman, Taftan and Wagah posts by the National Logistic Cell for security of transit trade with Afghanistan, Iran and India.

The task force said that Pakistan would benefit from its geopolitical location by improving transit trade with countries in the region.

The ministry of commerce is holding talks with the landlocked countries of Central Asia and for determining trade requirements of western China.

Officials in the ministry expect transit trade agreements with Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan to be finalised by June next year.

“Transit agreements with the Central Asian republics will also help to promote trade with Russia,” said an official.

The task forces’ presentation recently given to the planning commission pointed out that too many departments were involved in clearance of transit trade and six ministries and numerous local departments in trade and transport logistics.

“Transit trade contributes between 8.5 and 9.5 per cent to the GDP in developed economies,” said the officials, adding that there was no ministry for logistics for transport and trade services in the country.

The task force suggested that the customs department should try to reduce the pre-and post-clearance time and recommended that the ministry of ports and shipping and the FBR act for removing public sector constraints which were delaying shipments and clearance of imports.

It has been suggested that customs examination of export cargo may be conducted at factory premises for speedy loading at seaports.

The task force has also made a number of suggestions for reducing clearance time at ports.

“The port dwell time is around four days and it has to be reduced to one day,” the task force said. It also recommended training for freight forwarders.

It has suggested completion of ports community electronic data interchange by June 2010.

“The role of commercial banks in trade facilitation has already been streamlined,” the task force said.

It claimed that the Ports Community IT Network would be made operational by June.

It has also suggested that trade documents be made electronic and trade and industry, especially small and medium enterprises, be encouraged to make use of it in international trade transactions.

it is a waste for pakistanis not to use its geo-advantage. but regional peace and stability should be gained before business.

That is the biggest issue dear that due to our strategic location & due to this advantage that we have by being so close to CAS & being a partner of China we are being weakened as someone doesn't likes us to become a player in this reason and can't see the closeness we have to China.
 
I believe this is a remarkable step in improving relations between centeral asian neighbous but it would serve mutual interest if an oil-pipline was build to the coast of pakistan, in return obtain a free trade agreement with USA :usflag::usflag::usflag::usflag:

Just imagine if motorway is build exclusively for transport purpose connecting Gwadar-Turbat-Quetta and entering Afghanistan via Chaman, it will ease the transport to CAS and we will earn heaps of money.

If M-8 could be extended from Panjgaur to connect Quetta and to Afghanistan via Chaman this route will be extremely luring for CAS.
Even Chitral could be connected to CAS as Governor of NWFP said.

CHITRAL, November 04, 2009 (Balochistan Times): People of Chitral will get emergency passage facility through under construction Lawari tunnel from the ensuing winter season after the Lawari top locked due to heavy snow fall. This will be the first time, the residents of this land locked district will travel through their own country during severe winter as earlier, they have to come through Afghanistan to re-enter their own country in emergency cases. This was assured to the NWFP Governor Owais Ahmed Ghani by the respective engineers during his inspection visit to the project on Wednesday. It may be mentioned here that the Governor, while presiding over a briefing to review pace of progress on the project at Governors House, Peshawar few days back has stressed the National Highway Authority to create possibility of safe passage for the people of Chitral through the under construction tunnel in emergency cases. Talking to the engineers of Korean Firm on this occasion, the Governor welcomed their goodwill gesture and humanitarian spirit and assured that only people in emergency cases would be allowed to travel through the tunnel without suffering construction work and for this purpose concrete arrangements will be made. Earlier, talking to a 40-member delegation, comprising elected representatives and elders of Chitral at Governors Cottage, Chitral the Governor said that a new era of development and prosperity is in the offing in the area and with the provision of improved transport facilities through road network, a revolutionary change will usher in every walk of life. Responding to various points, the Governor assured the delegation to constitute a team of experts to visit the area and explore possibilities for development of road network and link Pakistan with Central Asian States (CAS) through District Chitral, construct Chitral Bazaar by-pass and improve healthcare facilities in the district. He assured that in future the students availing admission facility against the quote of District Chitral in government medical colleges will have to serve in the district for five years on completion of their studies. The delegation also comprised of Member of National Assembly from the district, Shahzada Muhi-ud-Din, provincial minister for Population Welfare Saleem Khan as well as Principal of Chitral Higher Secondary Public School, Maj. Linglay who is engaged in promotion of educational activities in the district for the last so many years.
