Sorry if it seems childish to you but I need to ask that as there is a requirement that we can't send PMs to other members until we have 2000 posts. So what happens if we try to send before that, will it be sent to one of the administrators and then on to the intended user. Please can anyone explain it.

No, you can only send PM to admins. For other users you need 2000 posts, there is no other way.

It won't be sent at all. You will get a message that you do not have the privilege to send a PM to this xyz user.
