ISLAMABAD: China has granted four types of trade concessions to Pakistan unilaterally which would help increase Pakistan’s exports to China by $1 billion annually, said Secretary of Commerce Zafar Mehmood here on Tuesday.

Speaking to business community on the 61st trade policy advisory council meeting here at the Planning Commission, Zafar Mehmood said China would provide duty concessions on tariff lines not covered under Pakistan-China Free Trade Agreement and a list of such products is being finalised in consultation with stakeholders.

The council was informed that as a result of concessions, exports to China are expected to rise by $1 billion to $1.5 billion annually, he said, adding that China has offered provision of free of cost space.

Moreover, concessions have been offered to Pakistani exporters for participation in trade exhibitions to be held in China.

China has also offered that buyers’ missions of Chinese state enterprises would visit Pakistan and place bulk import orders for Pakistani manufactured goods and would form long-term trade relations.

The commerce secretary stated that China had also offered training programmes in various industrial categories in Pakistan so that the existing gap in skilled human resource availability is bridged.

The advisory council was informed that these concessions have been granted after the recent visit of Chinese Vice Premier to the country.

The council was informed that Pakistan has asked the European Union, Japan, Canada and Australia to join US-assisted Reconstruction Opportunity Zones (ROZs) initiative and allow duty-free market access to Pakistan on the products to be produced in those ROZs.

The members of the business community were informed about the progress of recent Pakistan-US dialogue of trade and market access.

“We are trying to get at least 75 per cent tariff lines of textile sector covered in the ROZs,” he said and added that the government is negotiating inclusion of further tariff lines in the proposed legislation of ROZs.

He said that Pakistan has also requested the European Union for the Generalised System of Preferences (GSP) Plus status or creating a special window for Pakistan by seeking special waiver from the WTO.
