Pakistan urges dialogue between Libyan govt and armed groups for national reconciliation

Pakistan has voiced concern over the deteriorating security situation in Libya, and underscored the need for a dialogue between the government and armed groups aimed at national reconciliation.

"We believe national reconciliation is the most powerful tool to deal with Libya's internal discord and this dialogue could be the mechanism to achieve this goal," Ambassador Masood Khan told the UN Security Council.

Speaking after a briefing on the Libyan situation by Tarik Mitri, Special Representative of the Secretary-General, the Pakistani envoy hoped that the dialogue would address a range of political and socio-economic issues, as well as matters relating to future constitution, displaced persons and security.

"Along with dialogue, adoption of a comprehensive and impartial truth-seeking mechanism on transitional justice is important for facilitating national reconciliation," he said.

"To maintain its credibility and legitimacy, the constitution making process should ensure inclusion of all segments of Libyan society, including women, minorities, and youth."

An urgent priority for improving the security situation, Masood Khan said was integration of revolutionaries into the military and security forces or back into civilian life.

Provision of financial support as well as the requisite expertise would increase the capacity of Government and improve the situation on ground, he said.

"But a longer lasting solution will require continuous national dialogue leading to national reconciliation, as well establishment of the writ of the state."

Earlier, Mitri, who also heads the UN Support Mission in Libya (UNSMIL), stressed that the ultimate goal was State monopoly on the use of force.

UNSMIL has been supporting the efforts of the Libyan Government and people to ensure the success of the democratic transition process in the country, which has been under way since the toppling of Muammar al-Qadhafi two years ago.

We should join Turkey in training and arming the Libyan defense services. They need all of the help they can get.
