Do we really need IMF loans?? Even in these tough times of poor internal stability and energy crisis if we can recover all our expenditures by just making right and timely tax collections where will we stand once everything is in order.

ISLAMABAD, Jan 29: Over the past 54 months, the PPP-led coalition government has given tax exemptions to certain influential lobbies and the elites which amount to more than the loans acquired from the International Monetary Fund to correct the balance of payment.

Between 2008 and Dec 2012, the government took loans of Rs604 billion from the IMF and granted tax exemptions to the tune of about Rs719bn, the Federal Board of Revenue informed the Senate on Tuesday.

Almost 84 per cent of tariff and duty was exempted or reduced for the benefit of the lobbies through statutory regulatory orders (SROs) issued by the government, said the FBR in a written reply to a question raised by PML-N Senator Nuzhat Sadiq. She had asked about the year-wise figures of exemptions given to various sectors through the SROs.

Former adviser to the government on economy Dr Ashfaq H. Khan told Dawn that it was the responsibility of the government to bring all the sectors enjoying exemptions into the tax net.

“We need to bring our house in order by taxing all sectors which are contributing to economic activity, such as income from agriculture and services sectors like doctors and lawyers,” he said.

“We can mobilise our own resources by bringing all sectors into the tax net as demanded by international financial institutions,” he said.

Less than 0.6 per cent of the 190 million people in the country pay taxes. The National Database and Registration Authority has identified 3.8 million people who are not paying taxes. Who was stopping FBR from performing its duty to bring more people into the tax net, Dr Ashfaq asked.

State Minister for Finance Saleem H. Mandviwalla said in the upper house that the exemptions were a continuation of the policy of previous governments. He said the SROs were issued to encourage certain sectors like textile.

The amount of income and sales tax waived from 2008-09 to 2011-12 was estimated at Rs298.046bn — Rs58.364bn in 2008-09, Rs73.943bn in 2009-10, Rs71.831bn in 2010-11 and Rs93.908bn in 2011-12.

And customs duties waived or exempted through the SROs from 2008-09 to Dec 31, 2012 stood at Rs420.724bn — Rs72.486bn in 2008-09, Rs80.107bn in 2009-10, Rs92.587bn in 2010-11, Rs114.264bn in 20011-12 and Rs61.280bn in the first six months of 2012-13.

The FBR said attempts had been made in the past to prepare a reasonable estimate of quantum of tax evasion, but such estimates were prone to error because of non-availability of veritable information, the large size of unorganised sector and non-documentation of economy.

Tax exemptions also serve a good purpose. Employment generation.
That might be the case when industries are exempted but when only friends are exempted it doesnt serve any good purpose while on the other hand not taking IMF loan would have served country rightly keeping payment balance right and avoidance of IMF's stupid terms and not required humiliation at world forums like this one..

Employment generation at the cost of a stable economy? Not a good deal to make! Such moves are made when economy can withstand strains, otherwise economy is made stable to generate employment.

Pakistan can't bring them under tax coverage, they are extremely powerful.

Nothing is more powerful than state only if the people in concerned dept are not bribed and the head of state really wants to collect the taxes nothing can stop him and recently we have seen supreme court sacking PM so everything can happen and inshallah it will happen...
Just to analyse had we collected that tax there was no need to take the loan from IMF and if can manage that in such times of poor stability and energy crisis where will stand once all is order and the real use of pak locations as an energy and goods corridor serving 50% of worlds population(china,india on one side and iran,central asian republics and russia on other side)....This is the reason alone why all the world players are in pakistan tryin to destabilize us but just blaming them wont help as we have own weaknesses like this news as well that needs to be rectified along with many other things ...

But our future indeed is bright as i can see our new generation is not only capable but also well motivated...

In our case, all these tax exemptions were aimed at generating rent seeking activities for Zardari's cronies and not generate any productive activities. Thus, no, there was no employment generation.
 
This is slightly grey. It must be considered that the tax ememption money has gone back into pakistan's economy and thus has fuelled it.

So there are indeed two sides to this, not just one.

Of course the tax collection rate in PK is one of the lowest, but it can't be denied that that has fuelled the economy over the decades too.

Govt borrowed money from IMF for its expenses which it shouldnt have done had it got that tax money rightly..

But with our per capita income still higher than india under these circumstances imagine where we will be once we start collecting everything..Pak is a blessed state we just need to get rid of zardari and likes and there is nothing stopping us then...

Actually you are absolutely right, your per capita is higher than India's, you are blessed, officially exempted white money is sent to swiss accounts and all your problems have one solution - remove zardari!

I know when I've met superior intelligence and I know when to retreat.
