Pakistan Defense Industry the Ministry of Defense Production was created in September 1991 to promote and coordinate the patchwork of military production facilities that have developed since independence. The ministry also includes seven other specialized organizations devoted to research and development, production, and administration. The navy is supported mainly by a facility at the Karachi Shipyard, which has limited production capacity. In 1987 development of a submarine repair and rebuild facility at Port Qasim was begun. By early 2000, in a joint project with China led to the development of the JF-17 Thunder fighter and the Al-Khalid Tank. Pakistan also has taken major steps to becoming self sufficient in aircraft overhaul and modernization and tank and helicopter sales and in a transfer of technology with France led to the construction of the Agosta B-90 Submarine in the late 1990s and early 2000s and is currently actively participating in many joint production projects such as Al Khalid 2, advance trainer aircraft, combat aircraft, navy ships and submarines.
After the success of its major developments in the defense industry the Defense Export Promotion Organization (D.E.P.O.) was created to promote Pakistan defense equipment to the world by inviting major and small players to the I.D.E.A.S. Exhibition, which is held annually at the Karachi expo center. In recent reports, the defense exports were worth over $500 million USD in 2006 and growing annually.
Facility 1 – Pakistan Aeronautical Complex (PAC)
The Pakistan Aeronautical Complex is a facility used to service, assemble and manufacture aircraft for Pakistan located at Kamra, Punjab, Pakistan. It is the world's third largest assembly plant. It is also Pakistan's largest developer of military aircraft. PAC produces almost 40 % of aircraft requirements of Pakistan.
The factory is capable of overhauling and parts manufacturing for the Nanchang A-5 and F-7 combat aircraft, as well as the Shenyang FT-5 and FT-6 jet trainer aircraft and Dassault Mirage III and Mirage V combat aircrafts. Factory also grew to service and overhaul the Pratt & Whitney F100 turbofan engines belonging to the F-16 Fighting Falcon combat aircraft of the PAF.
The MFI-17 Mushshak basic trainer aircraft built under license for use by the (PAF). PAC managed the aircraft modification and development venture that resulted in the MFI-395 Super Mushshak basic trainer, based on the MFI-17 Mushshak. Development of the K-8 Karakorum intermediate/advanced jet trainer was done in cooperation with China, with PAC manufacturing parts for the aircraft. The JF-17 multi-role combat aircraft, a joint project between China and Pakistan, is now being manufactured by PAC. The MFI-17, MFI-395, K-8 and JF-17 are now in service with the (PAF).
PAC was involved in upgrading the (PAF) F-7P interceptor fleet by replacing the original Italian built FIAR Grifo-7 radar with the more capable FIAR Grifo-7 mk-II radar, which was assembled in PAC. Recently radar production involved the license assembly of the latest upgrade variant of the FIAR Grifo-7, the Grifo-7MG radar, which arms the F-7PG combat aircraft of the PAF.
As Pakistan Aeronautical Complex become competitive in the region, commercial ventures from national and international companies are also being undertaken.
Facility 2 - Pakistan Ordnance Factories (POF)
Pakistan Ordnance Factories (POF) was founded in 1951 with the primary objective of producing arms and ammunition for the armed forces of Pakistan. POF was given the responsibility of running the factories on sound commercial lines and utilizing any spare production capacity for meeting requirements of the civil sector and exports.
Located 45 km from Islamabad and with main manufacturing facilities at Wah Cantt, POF is a sprawling complex of fourteen production units and six subsidiaries producing conventional arms and ammunition. Research and development projects have been undertaken to minimize dependence on foreign suppliers. Efforts have been made towards self-reliance through innovation and indigenization.
POF produce approximately 70 major products for supply to the Pakistan Army, Navy and Air Force. The main products include automatic rifles, light/medium/heavy machine guns, a wide range of mortar and artillery ammunition, aircraft and anti-aircraft ammunition, tank and anti-tank ammunition, bombs, grenades, land mines, pyrotechnics and signal stores.
In addition to meeting the demands of Pakistan Defense Forces, POF products are in service with over 40 countries.
Facility – 3 Heavy Industries Taxila (HIT)
Heavy Industries Taxila (HIT) is the backbone of Pakistan's Engineering Industry for the Pakistan Armed Forces, being a combination of multiple industries that has grown into a large military complex since 1980. It consists of six major production units and their support facilities. Heavy Industries Taxila is one of the largest defense facilities in Pakistan with manpower of over 6500 highly skilled personnel and engineers trained in the field of defense production.
The Organization provides facilities for the overhaul, rebuild and progressive manufacturing of Main Battle Tanks, Armored Recovery Vehicles and Armored Personnel Carriers and has recently developed and gone into production of MBT-2000 Al-Khalid, Tank. In addition it has the capability to rebuild, upgrade and modernize Armored Vehicles of both Eastern and Western origin.
Facility – 4 Karachi Shipyard & Engineering Works Limited (KSEW)
The Karachi Shipyard & Engineering Works Limited (KSEW), is Situated at West Wharf in Karachi, Sindh, Pakistan. Karachi Shipyard is the oldest Heavy Engineering Works of Pakistan which is catering for its Ship Building, Ship Repairing, Submarine/Warship Construction and Heavy/General Engineering requirements. KSEW was established in early 1950's as a project of PIDC. It was incorporated as a public limited company in 1957. The shipyard spread over an area of 29 hectares (71 acres). KSEW has a large Ship Building Hall, three Ship Building Berths, two Dry Docks, three Foundries (Iron, Steel & Non-Ferrous), Fabrication Shops, one machine shop and other supporting facilities like Carpentry, Pipe Fitting and Light Steel Fabrication Shop. KSEW is working as an autonomous commercial organization under the Ministry of Defense, Government of Pakistan.
It has built numerous cargo ships, tugboats and support vessels, naval vessels, Submarines and Frigates.
