Original Plate number missing.

Hi guys, I'm offered a Baleno JXR 2005 model, with slight touch-ups on front and rear bumper.. The seller says I'm the first owner. However, original plate number is missing. When I asked him about the consequences of a duplicate plate number besides low resale, he'd beat around the bush. wouldn't give a straight answer.

So, If anyone of you has any information in this regard, do share please. Also what should be a fair price considering an average condition 2005 model? I have to reply seller by tomorrow. Would highly appreciate quick responses.
