Sindh and Punjab are the two largest provinces.
and yet
Sindh's total budget will be pittance $6 billion for 2013 (with $3 billion from Federal government)
And
Punjab even more shameful with $8 billion for the whole fing year.
Just Karachi alone needs at least $25 billion a year considering its population and needs.
then why on earth we cannot raise enough of "chanda and contribution" form the richy rich of Karachi?
it is time to end the taxes on petrol and electricity and general sales tax. instead we should go to the top 50% (mostly living in big colonies) and ask them to contribute based on their life style.
that was the purpose of concepts like zakat (not fixed at 2.5% but the needs of the city/state/country
Same thing with the big shopkeepers. Bigger shop, more chanda.
And what's up with this Shahbaz Sharif CM of Punjab. He doesn't even realize that $8 billion is barely enough for a large city like Fasilabad, Pindi, or Lahore.
Let alone for the whole province.
Why is this joke with budget being tolerated by us?
Why no voice against the pittance being collected by the state governments. Even that mostly from Federal government's handouts like NFC.
Punjab must beg plead its richy rich to pay chanda, in the tune of at least $100 billion.
That should be the goal.
Anyone from Karachi or Lahore or other areas, who pays the highest chanda should be given perks like free admission to the services.
School/college and hospital admission must be based on the fact that the family has submitted tax form for the previous year.
It is time we change the name of the tax to chanda, contribution.
And set the targets upfront, instead of doing this 3% increase over the previous year.
This way it will take 100s of years (even if the population increase is 0%) to get tot he level of spending we need to have a decent society, clean roads, and working institutions.
We ought to think out of the box.
It is time we quit living like apes

start living like human beings.
p.s. Punjab must collect at least $100 billion chanda. And Sindh at least $70 billion.
They should give up their share of the $3 billion and $4 billion of NFC award and instead direct that to Balochistan and KP.
