ISLAMABAD: Already in the eye of the storm for its political role, the Inter-Services Intelligence (ISI) agency came under criticism at a Public Accounts Committee meeting on Tuesday for having spent over Rs4 billion on a project which never materialised.


The PAC of the National Assembly was informed that the National Police Bureau (NPB) had handed over Rs2.1bn to the ISI in 2005-06 for setting up an automated fingerprints identification system and a police record and office management system.

The project also included the setting up of a national integrated trunk radio system for police. Later, the amount was increased to Rs4.1bn.

According to an audit report presented before the PAC, the project had to be completed during 2005-06. However, no progress was reported in 2006-07.

NPB Director General Aleena Saeed Iqbal said she had repeatedly sought from the ISI information about the status of the project and details of the accounts, but there had been no response.

She said she had no information about the project, although the entire amount spent on it had been transferred through the bureau. “The only thing I can do is to ask them about the project, which I am doing on regular basis,” she added.

According to documents presented at the meeting, by November last year the NPB had released Rs4.1bn to the ISI for the project.

The ISI has neither reported any progress on the project, nor provided any adjustments of the accounts. Therefore, the PAC’s intervention has been sought.
 
Shouldn't a automated fingerprints identification system and a police record system development program be the responsibility of NADRA? Does ISI do these kind of database development programs?

Anybody got a bit more info on this, what was the project, and other details.

Urrm... I know of one system that was stuck in development hell where I worked and it was for a government agency.
It had problems reading my prints :P

With ISI or related agency or NADRA or MoI?

I was surprised to see that ISI does this sort of development work.

MoI project.. was supposed to cut down on the time for searches and improve accuracy.. but it could not pick up my fingerprints..
 
wait wait wait, isn't their is already a database maintained for this?

And Lastly I never heard ISI submitting any report in the public.. how exactly a project which already been part of NADRA process, has been given to ISI? or someone took money in the name of ISI?
 
Will this project be used exclusively for secuirty purposes or also for devlopment purposes like India's AADHAAR/UDAI? Also is this for every Pakistani citizen?
 
These are new tactics played by corrupt & corrupt journalist to destroy Pakistan Army & Intel Agencies image. I don't agree with this crap article & the corrupt writter.

If ISI took the people's money for the project, then it owes answers as to how that money was spent. Simple.

there is a difference between developing a program or software and database nadra has the data base we need to software to compare the finger prints thought it seems a lot to me for such a program
