Need Help Urgently on Private Driver's Visa Cancelation

I opened this Thread that one of my Buddy is due to travel with me last of this month and his employment visa is going to be end on this month's 25th December the probleum is he lost his Card i think it is not a labour card because his visa is not of labour his visa is of private driver to someone local of dubai so he is not given labour card but he was given card by ministry of foreign and neutralization which he lost now he is going to cancel his visa he is fearfull of fines on loosing the labour card i said him that you dont lost labour card fine is on labour card lost not a card of your so i need a help from someone who know the case better than us do he have to pay fine some people say yes some say no he dont have labour card and his visa is of house driver visa but my buddy havent slept for last two days because he fears heavy fines are on labour card lost so may be also on this too need help will be kindfull to your help thanks

i also searched on google that fines from 2000 AED has been reduced to 200 for few catogaries of visas

I do not know anything about Dubai. Wait maybe some one with knowledge come here and answer it. Otherwise contact embassy or a good and trustable travel agent.
