The government has decided to introduce 'National Service' programme at upazila level from the next fiscal year to train and provide jobs to unemployed HSC-passed youths for a two-year term, Finance Minister AMA Muhith said yesterday.

The programme will be introduced initially in three upazilas in the next fiscal year and gradually expanded to other upazilas across the country as part of the ruling party's move to fulfil its election pledges.

After receiving training for six months, youths who have completed HSC will be employed in the agriculture, social welfare and housing and public works ministries for one and a half years, AMA Muhith told a press briefing at the National Economic Council (NEC) auditorium.

The finance minister said an allocation for the purpose would be made in the upcoming budget.

Muhith said the programme has been taken in the light of the Awami League's election manifesto.

He said the youths would be trained in military education, agriculture and housing works.

Their jobs would be secured as the ministries would not recruit anyone to the posts to be served by the youths temporarily, he said.

After two years, they would decide on whether to go for higher education or continue their current jobs, Muhith said.

The finance minister said military training would not be compulsory rather optional for them.

Finance ministry sources said the district bureaus of the labour ministry would coordinate the effort. They will register the unemployed youths to be recruited in the ministries.

Yesterday's press briefing was organised to inform journalists about the outcome of the Islamic Development Bank (IDB) conference that the finance minister attended in Turkmenistan last week.

Replying to a question on hike in tax on vehicles Muhith said, "Everybody knows that tax on cars would go up in the next budget."

He said Awami League is a people's party that takes populist actions. Since common people do not use cars, tax on it would be increased.

Muhith said the next budget has been termed 'huge' but a year's budget has always been bigger compared to the previous year's budget. The next budget will be the biggest.

He said, "This time we are under pressure. There have to be mechanisms in the next budget for tackling the effects of the global recession and also allocations for social security and employment generation. The size of the upcoming budget would be a little bigger as there have to be allocations for new programmes."

The government would make secondary education free, the finance minister said adding that a number of steps have to be taken in the next budget to this end.

A proposal was made in parliament to continue budget discussion till July 23 but it was turned down.

Muhith said from the next year, they would try to place the budget in the Jatiya Sangsad at the beginning of June. But the government has no plan to make changes to the budget cycle (July-June).

I saw the interview of Muhit in the TV. He said military is the main focus there.

Good idea. It's about time. turkey does it for a reason so should we. We must train our population so any intrusion can be met with resistance. :agree:

Say why awami league adopting jamaat-e-isalmi proposal? Did they made up or something? If I am not mistaken than jamaat ameer already set the proposal before election. Don't tell me awami and jamaat working together. You know what they say, Anything is possible in politics.:D

Anyhow I welcome the proposal. Good move by awami league.
