ISLAMABAD - The militancy has seen an alarming rise in Balochistan and Khyber Pakhtunkhwa where the number of killings has increased manifolds while there has been an evident decline in militant activities in FATA, reveals a report.During the first quarter of year 2012, 1650 people were killed and 1349 got injured in 593 incidents of anti-state/anti-government violence and counter insurgencies actions in Pakistan.Among the killed 406 were civilians, 950 militants, 244 security forces personnel and 49 pro government Razakars (Armed men of Tribal Lashkar/militia) persons.A report released by the Conflict Monitoring Centre (CMC) - an Islamabad based independent research organization which focuses on anti-state and anti-government insurgencies and counter-militancy campaigns in South Asia - states that highest number of anti-state violence were reported in Balochistan while the highest number of deaths were reported in FATA where 1196 (74 per cent of the total deaths) people were killed in 194 violent incidents.Highest militant attacks in a single month were reported in March when 158 militant activities were recorded. Militants carried out 157 attacks in February and 148 attacks in January. In terms of deaths in militant attacks, the month of January was the most lethal when 129 security forces personnel, 108 civilians and 146 militants were killed. During the period, Pakistani security forces have conducted 130 actions against anti-state/anti-government militants. The security forces were able to eliminate 481 militants in insurgency-hit areas of the country, while 237 militants were also arrested. Overall the security forces have lost 224 lives during the first quarter. 36 civilians were also killed and 87 were injured in security forces actions against militants.It is observed for the first time that the number of anti-state violent attacks by militants active in Balochistan have surpassed FATA and KPK. In January 2012 Bloch militants stepped up their attacks by almost two times. In December the number of attacks in the province was 31 but in January 61 anti-state militant attacks were recorded by the CMC in which 49 security forces personnel lost their lives at the hands of militants.The militants active in Balochistan have not only increased their attacks against security forces but they are also adapting to modern guerilla techniques by using IEDs. In Baluchistan 54 IEDs were exploded in which 12 security forces personnel and 8 civilians were killed while 24 security forces personnel, one Razakar and 30 civilian were injured.Militants active in Baluchistan target energy and communication infrastructure frequently. About 26 out of 54 IEDs used during the first quarter of the year were aimed at gas pipelines, railway tracks and electricity pylons. 19 out of these 26 attacks were carried out against gas pipelines alone.The growing use of IEDs by Bloch militants underline the fact that Bloch insurgents are being trained modern techniques of guerilla warfare.At least 29 dead bodies were recovered from different parts of Balochistan during first quarter of the year including 3 Frontier Constabulary personnel and a Bloch leader Sangat Sana. As many as 13 dead bodies were recovered in January, 5 in February and 11 in March. Pakistani intelligence agencies are usually blamed for kidnapping and killing of Bloch nationalists. However the militants active in the province also kidnap traders, opponents and people from other provinces. As many as seven Hindu traders were kidnapped by the militants during the month of February in Balochistan while there are confirmed reports that Hindu traders are migrating from the province.During the first three-month of the year, 22 incidents of targeted killing were reported in Balochistan in which 26 civilians were killed and 4 were injured. While the number of militant assaults in Balochistan during the first quarter of the year crossed the number of assaults recorded in FATA and KPK during the same period. In stark contrast to mounting militant activities in Balochistan province, Pakistani security forces conducted only 18 actions against militants in first quarter of the year 2012. Only 9 militants were killed in security forces actions while 15 civilians were killed and 12 were injured. 22 militants were arrested in first three months of the year. Pakistani security forces are under immense public pressure in Balochistan due to their alleged involvement in kidnapping and forced disappearances of rebel Bloch leaders and activists. The forces lack public and media support as they enjoyed against TTP in KPK an FATA.
