Maoists are getting training and funds from North-East militants, warn intelligence agencies

India Today – December 23, 2013

A growing nexus between the Maoists and insurgent groups in the North-East has alarmed intelligence agencies. New inputs gathered by intelligence agencies indicate that the Red rebels have full support of insurgent groups and are being provided a safe haven in their strongholds in the North-East.

The Ministry of Home Affairs (MHA) has been alerted about the deadly collaboration that can strengthen the Maoist movement. According to the new inputs, training camps are also being held by North-Eastern insurgent groups that are being attended by the Maoists. In addition to this, supply of arms and ammunition and funding from these groups is also being provided to the Red movement.

While the Maoists have formed a base in Assam and Arunachal Pradesh, two groups from Manipur - North East Revolution People's Front and People Liberation Army (PLA) have forged strong links with the Maoists.

The Upper Assam Leading Committee, affiliated to the Communist Party of India (Maoist), is operating in Assam and Arunachal Pradesh and has been involved in looting of weapons and extortion from local villagers. "The Assam-Arunachal border has emerged as another theatre of Maoist activity. The outfit is also establishing separate channels in the North-East, particularly in Nagaland for procurement of ammunition," Minister of State for Home Affairs RPN Singh said while answering a question at the recently concluded Winter Session of Parliament.

Sources say the concerned state governments have been informed. The home ministry has also recently informed the Supreme Court about various insurgent groups extending support to the Maoists.

A home ministry affidavit filed in the SC said as part of their strategy the Maoists are forming a "rainbow coalition of various insurgent groups in India so as to launch a united front attack against the existing state machinery." Although the affidavit did not name any particular organisation that has struck a deal with the Maoists, sources say there is an understanding with all insurgent groups from the North-East to J&K with some groups in the N-E working closely with them.

Sources say intelligence inputs also indicate that the Maoists are also getting assistance from across the border. Some groups in Nepal, Myanmar and Bangladesh are also extending their support to them. "Groups in the North-East have been getting support from terror groups from the neighbouring countries. With the Maoists working closely with the N-E insurgent groups, now they too have made contacts outside the country," an official said.
