law regarding taking a motoboat and going into international waters

can someone living in coastal town shed some light on law regarding taking a motorboat to international waters...like anyone can do it?....is their any visa required or i can just buy a motorboat go to coast...drop it into water and take it to the international waters....any paper work required by any any civil authority or navy?....like this i can even go to south pole
