There should be some kind of taxation on having more than 2 children if you're living in urban areas (since children have an economic value in rural areas). Seriously, we are facing a population growth problem. Fertility isn't decreasing as it should be, population growth is still out of control and we don't have space or food to feed so many people.
A federal tax on having more than two kids in an urban area should work great. As a Form-B registration has become popular (since people did not worry about in the previous decades), it will be easy to find the families with more than 2 kids since every family has a Family Registration number as well.
A complete ban or forced sterilizations would easily be deemed Un-Islamic by the Federal Shariat Court but I'm more than positive that a tax on more than 2 kids would not be deemed Un-Islamic. When we started our population control schemes, numerous petitions were filed then and later at the start of the Lady Health Workers Scheme as well that promoting population control and family planning is un-islamic. To an average rational person this would seem bonkers, but there were many petitions filed which can clearly tell you how people think about this issue across our country. The challenges in the petitions were revoked and this will be most likely be deemed constitutional and Islamic.
This has popped up more than once before but seriously if the Federal Govt enacts this legislation, I'll be damned and super happy.
