my friend, in this country the army has to do everything as they are the most organised, disciplined and have the major share of funds.OTOH, there is no civilian infrastructure because the civilian govt is weak, fragile, dis-organised and has a lack of funds.
this IMHO needs to change - army should do its job and the civilian govt needs to do its!

the good news is that IDPs have started to go back to their villages in buner - it is a slow trickle but good news never-the-less!
