Ninety nine point nine nine nine (5 nines) percent of crimes are opportunistic, meaning the criminals do not actually plan out their crimes. A burglar do not always scope out a house and wait for when the time is right to break entry. Most burglars simply troll the neighborhood and see which house offers the least resistance. Same for robberies and even rapes. If there is an opening, the criminal will take it.

Who cares about the last time ? When a person turned into a victim, that one time is too many. While being robbed, no one is going to think: "Hmmmm...The robbery rate in this neighborhood is not too bad."
