No it's not. The way camera work is the they take a lot of pictures really fast and display them so you think the thing on the tv or computer is moving when really you're just seeing a lot of pictures. The person who held the camera timed the camera to take a picture ever time the helicopter blades were at a certain places making it seem as if they're still. Do you get it?

That's also how are eyes work, we have a whole lot of still pictures being played so fast that they move as they are in front of you.

This is also why we need slow motion cameras because there are somethings we just cannot see due to the speed at which our brain registers these and captures the pictures.

This happens when the frames per second recording of the camera is equal to the rpm of the helicopter blade.
