Is Pakistan's new Anti Terrorist Force another joke like the elite Force?

recently pakistan has started a new force known as the anti terrorist force which have been trained by special commandos of the pakistan army the question is are they really an anti terrorist force or are they just financial constraints like their counterparts in the elite force who are now instead of doing their actual job are acting as bodyguards of big politicians and other influential people.
the prime minister today as well as the chief of army staff attended the passing out ceremony us the new anti terrorist force and they wish to give the impression that they have an actual force to prevent situations like the peshawar incident in which 150 children who lost their lives so are they actually going to do something.
