Tehran, June 26, IRNA Deputy Secretary of Supreme National Security Council in Int'l and Foreign Affairs Ali Baqeri said here Monday Iran's proposed package at Moscow talks was both comprehensive and scientific, but western package was neither comprehensive, nor efficient.
According to the IRNA Monday night news, Baqeri made the comment in the Special News Dialogue of the IRIB Channel 2 Late News edition, titled 'Evaluation of the Islamic Republic of Iran of Moscow Negotiations with 5+1'.
Baqeri added, 'During the course of two days of talks in Moscow, the EU Foreign Policy and Security Chief Catherine Ashton proposed suspension of the 20% enrichment, shutting down of the Fardo site, and transfer of the 20% enriched uranium to an abroad destination.'
Deputy Secretary of Iran's Supreme National Security Council (SNSC) reiterated, 'During the negotiations Iran's top nuclear negotiator, the SNSC Secretary Sa'eid Jalili elaborated precisely on Iran's proposed package and thus the other side realized that the Islamic Republic of Iran was serious in the negotiations and would encounter them based on strong logic.
Baqeri added, The package proposed by the Islamic Republic of Iran was inclusive of a number of important characteristics, including the nuclear and non-nuclear issues, and was briefly speaking very comprehensive.
He said, These negotiations were based on the achievement of Istanbul 2 and Baghdad talks which had the approvals of both sides and the Islamic Republic of Irans proposal was prepared on those talks basis.
Baqeri said that the IRI package had realistic comprising factors, adding, This plan was based on legally approved rules and regulations, an index, elaboration of objectives, and nuclear topics.
The Deputy SNSC Secretary in International and Foreign Affairs added, On the second day of the Moscow negotiations Ms. Ashton asked Mr. Jalili to speak frankly on 5+1s package and Jalili, too, asked Ashton to do the same about Irans package.
He reiterated, When Ashton realized that she had no logical explanation she asked Jalili for some time to thing about the matter, and it was obvious that they had not technically surveyed Irans package of proposals.
Baqeri said, We told the G5+1 you claim that Iran has deviated in its nuclear program from the peaceful path, while we have at the highest level the decree issued by the Supreme Leader of revolution on nuclear matter, and we are worried lest our rights would not be recognized. Would you please elaborate in this regard for us?
He said that the second issue was the other sides request for cooperation with the International Atomic Energy Agency (IAEA), adding, Ashton herself was agreed that the Islamic Republic of Iran was cooperating with the agency and accepted that Tehran was serious in that respect.
Regarding the discussion on the 20% enrichment, Baqeri said, We, too, emphasized that you should build trust as much as we have.
Baqeri added, Jalili in that session also spoke about the Supreme Leaders nuclear decree and that our parliament, too, has had many ratifications on the peaceful nature of the countrys nuclear program, which have been approved by the Guardians Council.
The Deputy SNSC said, On enrichment, Jalili said that in the framework of the nuclear NPT the enrichment of uranium is permitted and he presented documents based on which the G77 and the NAM had approved on the enrichment right of the NPT member countries, and on the same basis countries such as Japan, Argentina, and Brazil are enriching uranium, and the G5+1 has no objection to their enrichment programs.
He added, We reminded the representatives of the G5+1 in Moscow that the US officials recognize the enrichment right for the NPT member countries, and they felt ashamed hearing that argument.
Baqeri reiterated, We talked about the UN resolutions and Jalili told them that from the legal point of the view the UN Security Council resolution were illegal, such as Appendix 30 under Article 12 of the UN Charter.
The Secretary of Irans SNSC added, In evaluation of the various chapters in their proposal, Jalili precisely evaluated each and every proposal and focused on its legal problems, and in case of some proposals that the enrichment must be suspended, or the Fordo facilities must be shut down, he argued that both the Fordo and the Isfahan fuel complex are run under the direct supervision of the agency.
Baqeri said, The G5+1 confessed that precise discussions have taken place and requested that the text of the presented discussion would be delivered to them so that they could technically survey them.
He reiterated, At the end of the Moscow talks the G5+1 said, we must confess that your (Irans) discussions are technical and scientific, while ours are commonplace and at a shallow level.
Baqeri said that the perspective of negotiations with the G5+1 is quite bright and if the westerners would deviate from what they have agreed, it would cost them dearly imposing heavy side expenses for the 5+1 member countries.
Followed two days of hectic negotiations between Iran and the G5+1 in the Russian capital on Monday and Tuesday, the two sides agreed to pursue the negotiations in a months time in Istanbul.
During five sessions of negotiations, the two sides' negotiators exchanged views over the packages of proposals they had presented in the last month talks in Baghdad.
Iran's chief negotiator Sa'eid Jalili said after two days of talks with the six world powers in Moscow on Tuesday that uranium enrichment is the Iranian nation's inalienable right and the Group 5+1 should now make a choice.

Jalili said the Group 5+1 (the five permanent UN Security Council members plus Germany) should now make a choice, and asked the world powers to 'stop walking along the previous(ly tested) dead-end streets and step on the path of cooperation with the Iranian nation'.
'No logic approves of confrontation against the Iranian nation's progress,' he said, expressing hope that the next month meeting at experts' level would serve as an opportunity for the western powers to opt for the correct path and step out of their dead-end path.
'We are ready to prove the righteousness of Iran's stances technically, legally and politically through crystal-clear logic at the experts meetings, especially with regard to peaceful nuclear activities,' stressed Jalili.
Meantime, he warned that Iran would reciprocate 'any unconstructive attitude on the path of talks with an appropriate response', while stressing, 'moving on the constructive path of talks and cooperation can guarantee success of future talks'.
