Indian co claims to deal with e-tenders in Bangladesh!

DHAKA, Mar 24: Many eye-brows have been raised over the claim made by an Indian company ABC Procure in its website, Reverse-Auction, e-Procurement, Forward-Auction, e-Tendering, Spend-Management, that it is exclusively dealing with electronic tenders of Bangladesh as such a claim is contradictory to the country’s national policy of e-GP portal. Local software developers of Bangladesh were surprised to know that the Indian company is dealing with e-tenders while National e-Government Procurement (e-GP) portal itself is active with its rich online options.
e-GP system stands as an online platform to carry out procurement activities of the country by appointing public agencies. According to the e-GP portal of the country, National e-Govern**ment Procurement, Welcome to e-GP is owned and operated by Central Procurement Technical Unit, CPTU, which is one of the wings of IME Division of the Planning Ministry.
Experts said, Bangladesh has been carrying out reforms in the government procurement process for the last decade, with the objective to frame transparent government procurement rules and to ensure widest possible dissemination of procurement notices to ensure maximum participation in order to ensure competitiveness and secure value for money.
They said, since electronic procurement or e-GP has become vogue these days, Bangladesh is in the process of introducing it efficiently. The web portal was launched by Prime Minister Sheikh Hasina this year but it is yet to be pressed into full operation. The World Bank has funded the development of the e-GP System under the Public Procurement Reform Project ll. It is being implemented by IMED, the Ministry of Planning.
On the website of the Indian company, it has been mentioned that “We are catering the entire requirements of The Government of Bangladesh…”
According to the CPTU website, they have their own e-GP System; Hence, ABC Procure’s claim that they are catering to the needs of the Bangladesh government cannot be correct. The question, therefore, is whether CPTU has a bespoke solution or it is a solution that has been customized for them, experts pointed out.
It is learnt that the contract for the development of e-GP system was given to a company named GSS America Infotech Ltd. India which has no expertise in the area and also has no credibility in engaging ABC Procure of India to deliver e-tender services.
The Indian company has a control over the CPTU Data Center, and Bangladeshi tenders are also published from India through the following link of their website:

It means sensitive information regarding tenders and businesses is accessible by foreign companies.
Three ringed logo of ABC Procure is almost similar to Bangladeshi e-procure website that can mislead local and international investors.
