I've seen these vehicles parked there collecting dust for several months now (maybe 4-5 months). You can see them parked when using Jinnah Bridge in Karachi.

They look like MRAPs. Pakistan should buy these for internal security ~ FC, Rangers etc.

The dust on those vehicles shows they have been parked there for a looong time! I guess they are not going to be returned

If that is the case then the port authorities should either can demand a hefty storage bill from the Americans or simply confiscate all the goods.

Pakistan take loan to support transit of US and Indian goods. In return children of politicians are allowed to live in west.
WoT or may i say WoP has turned port ministry as second most key ministry in Pakistan after interior ministry.
During Zardari rule port ministry was officially turned into ministry of smuggling.

But why would the US need them if they are negotiating a pullout from Afghanistan?

Unless they are for the Afghan Army or their ISIS buddies.
