ISLAMABAD: Ministry of Railways will spend Rs22.8 billion to execute 37 projects for rehabilitation of its infrastructure and reinvigorating services in the fiscal year 2012-13, transforming the organisation into a profit-making entity.
“During fiscal 2013, the priority will be given to the procurement of new locomotives as Pakistan Railways is currently facing a shortage of 500 locomotives,” Federal Minister for Railways Haji Ghulam Ahmed Bilour told APP on Monday.
He said that an amount of Rs6.1 billion has been sanctioned as a commercial loan for the repair of 96 locomotives. Bilour said that the Planning Commission has approved three major schemes at a cost of Rs35 billion to support the railways’ revival. A letter of interest has been issued for rehabilitation of 27 locomotives, he added. Tenders for obtaining 150 new locomotives are also under evaluation. He further added that 150 coaches will be manufactured during the year. Project for building double tracks between Karachi and Lahore is projected to be completed by December 2012.
Bilour said that a project management unit was being established to execute projects smoothly, avoiding any procedural delays. “Two dry ports will be set up at Prem Nagar and at Shershah railway station for which Rs494 million and Rs485 million have been allocated respectively,” the minister said.
To a question he said that average age of locomotives is 33 years in Pakistan while the rest of the world implements a 20 year age limit. More than 55% of the track is over-aged, 70% of the freight wagons are low-capacity and 86% of bridges are a century old. He said that the signalling system of the PR is mostly obsolete.
Annual earnings up to June 20, 2012 were Rs14.92 billion compared to Rs18.04 billion during the same period last year. He said that the ministry has planned short-term solution to keep PR functional. It plans rationalisation of services including stoppage of uneconomical routes, repair of old locomotives and reactivate PR board. Keeping in view these measures, “We expected that PR revenues will increase to Rs23 billion for the year 2012-13.
 
Pakistan Needs a 4-5 Billion dollar not rupees to fix its Railways

a) Get Railways employee figures form 88,000 employees down to 20,000 Employees mainly in engineering/operations

b) Retire all the other workers over 50 yeas old (Set aside pay 100 Million dollars)

c) Demolish all the existing Railway stations , and construct , universal design Railway Stations Nation Wide Get Franchises to own outlets in Railways station for food , make railways operate much like Airlines

Cost around 400 Million USD, 2 Million per railway station sufficient amount
Give contracts to UAE Building Firms who are building Malls in Pakistan , or Condos
They understand luxury

** Franchise food courts on Railway stations where money is paid to Railways from Franchise owners

d) Get 400 New Locomotives, and 100 Leased Locomotives, and modernize 200 old models (Cost around 1.5 Billion Dollars)

+400 Locomotives GM , USA just buy straight for cash no tender bull crap
+100 Leased Locomotives from China and India to test out performance
+200 Locomotives Railways Overhauled in USA 100% 10 year Guarantee
+100 Locomotives Overhauled inside Pakistan , 7 year Guarantee plan

e) Bring in Money Back Guarantee to delayed railway

f) Privatize , Train cleaning business to Private Firms - food , cleaning boogies, cabins , Entertainment

g) Make a National Hiring Center for Hiring into Railways , and hire people age 18 years old with University Credentials

h) Set asside 900 Million dollars for Railway Engineering to make a Locomotive in Pakistan not assembled but Locomotive made in Pakistan, together with Pakistan Steels Mills and Various Large Universities in Pakistan with Engineering Departments

I) Create more comfortable and Boogies that meet the standards of 21st century

k) Set aside 150 Million dollars to get Japanese / German firms to provide solution for Signalling
and Maintenance of Traffic for Pakistan Railways

If such steps are done and even if we take International Loan of 1-2 Billion Dollars , if Railways is permanently fixed it can generate 4-10 Billion in revenue / year for Pakistan

@ Present Pakistan Railways is getting 80 Million to 100 Million per year and they end up paying Salaries with it and few repaired engines so this will not fix anything
 
Railways is like an elephant..big,strong & powerful..but once down its very difficult to get it back up. Most proably dies a very slow death.

I am in strong support of Pakistan taking Indian help for this matter. Indian railways is established enough to help Pakistani woes, unless Pakistan is planning for complete bullet train program. For that matter China wud be the best bet. But if its conventional development of railways, India will be the best bet owing to its vicinity and costeffectiveness.

Also thinking diplomatically, Interdependence is the best way to go forward. When we have Indian companies big stake in Pakistan, War is the last possibility as the Corporate lobby will force Govt to not go the offensive way. Also, it will keep Pakistan away from proxy wars and alleged non state actors to plan into Indian mishaps.

End of the day its a win win situation for both and it will force both countries to focus and grow economically. Once that is done, all problems resolved.

I agree with all your point except J
NO OIL
Electrify the whole thing.
Electric trains are more efficient, comfortable and can be upgraded to go much much faster.
Also Pakistan has natural coal reserves which we can use to make electricity and we can be fully self reliant in energy.
Plus it's better for the environment.
 
I think you should become pakistani PM

& also if you are going for bullet trains china is best
If genral india is your best bet
