Govt releases Rs 64.7bn under PSDP 2012-13

ISLAMABAD: The federal government has released Rs 64.7 billion by Oct 12 against the total annual allocation of Rs 360 billion under the Public Sector Development Programme (PSDP) 2012-13.

The total PSDP released under developmental budget Rs 64.7 billion is further classified as Rs 36.2 billion for infrastructure sector, Rs 26.9 billion for social sector, Rs 0.8 billion for others sectors and Rs 0.8 billion for Earthquake Reconstruction and Rehabilitation Authority (ERRA). These releases are made for 1,084 various national importance developmental projects.

Total size of the federal PSDP 2012-13 is Rs 360 billion including Rs 100 billion as foreign exchange component (FEC) and Rs 27 billion as special programme. The releases against special programmes are being made by cabinet and finance divisions. The foreign aid disbursement amount is received in the Economic Affairs Division. Therefore, the above releases are against Rs 233 billion (Rs 360 billion, Rs 100 billion and Rs 27 billion), and the Planning and Development Division released funds (Rs 64.7 billion) against this amount (Rs 233 billion).

The rupee component of power sector projects is arranged by Water and Power Development Authority (WAPDA) from its own resources. Therefore, the rupee component of power sector projects is not part of the budget and not released by the Planning and Development Division except for a few projects.

Releases for some of the important projects are; National Programme for Family Planning and Primary Health Care Rs 5.480 billion, Population Welfare Programme Punjab (2010-15) Rs 620 million, Population Welfare Programme Sindh (2010-15) Rs 354 million, National Maternal, Neonatal and Child Health Programme (MNCH) (UK) Rs 523 million, Safety Analysis Centre to provide Regulatory Support and for Indigenisation of NPP in Pakistan Rs 25.356 million, Establishment of National Dosimetry and Protection Level Calibration Laboratory Rs 21.136 million, Enhancement in Exhibition Halls and Additional Technology Works (Expo Centre Lahore Phase - II) Rs 200 million, 2 x 50 megawatts (MW) Power Plant from Syngas (IGCC - 2009) Tharparkar Rs 900 million.

In out of the block allocation of Rs 9.547 billion for Azad Jammu and Kashmir, the government released Rs 3.818 billion by Oct 12. Establishment of New Campus of Jalozai Khyber Pakhtunkhwa University of Engineering and Technology, UET, Peshawar Rs 295 million, Gilgit-Baltistan (Block Allocation) Rs 1.358 billion, Federal Programme under Access to Justice Programme, Islamabad Rs 1.358 billion, Procurement of 150 DE Locos Rs 200 million, Procurement and Manufacture of 202 New Design Passenger Carriages (Revised) (China) Rs 654.015 million, Replacement of Old and Obsolete Signal Gear from Lodhran Khanewal - Shahdara Bagh Mainline Section of PR (IBD) Rs 900 million, Rehabilitation of Railways Assets Damaged during Riots of December 27 to 28, 2007 Rs 600 million, Rehabilitation of 27 number (HGMU - 30) Diesel Electric Locomotives (Revised PC-I) Rs 648 million, Rehabilitation, Upgradation and Conversion of 400 Coaches Rs 116.975 million, Replacement of Three Brake Down or Rescue Cranes and Procurement of Five Sets Relief Train Equipment
Rs 550 million, Federally Administered Tribal Areas Rs 2.869 billion.


Raising of Mangla Dam including resettlement Rs 1.200 billion, Extension of Right Bank Outfall Drain from Sehwan to Sea, (RBOD-II), Dadu and Thatta District of Sindh Rs 480 million, Revamping and Rehabilitation of Irrigation and Drainage System of Sindh Rs 280 million, Construction of Small Storage Dams, Delay Action Dams, Retention Weirs and ISSO Barriers in Sindh Rs 348 million, Rehabilitation of Irrigation System in Khyber Pakhtunkhwa Rs 140 million, Makhi Farash Link Canal Project (Chotiari Phase-II), Sindh Rs 100 million and Construction of Fall Structure on Nara Canal, Resection of Rato Canal RD 0-72, Strengthening of Jamro Canal, Sindh Rs 100 million.

The government released Rs 5.265 billion for Chashma Nuclear Power Project (C3 and C4) (China). The government released Rs 1.557 billion for Construction of Diamer Bhasha Dam Project Land Acquisition, which will generate 4500 MW power on completion.
