Government claims inflation dropped

Government is soon going to claim, among other claims, that inflation remained lower in its period than other neighboring countries. Firstly, why are they comparing with the countries with such a horrific economies. Aren't we supposed to follow and compete the countries with good economies?
Secondly, decrease in inflation rate might be because of worst condition of purchasing powers.
