Did the chinese say no ?
Pakistani experience with Chinese equipment and consulting wasn't positive, obviously.

The said Samsung company specializes in Positive Traffic Controls and railway signaling equipment, so it appears that Gilani wants to introduce a modern PTC system to better manage Pakistani railways.
