One the one hand he talks about Riyasat-e-Madina but then bases some of his legislation and laws on western examples which are secular utilitarian laws

Well honestly I don't think IK's policies are nationalistic, but more globalistic. He wants to open Pakistan up to foreign investment.I dont blame him you know why these bloody "moulvi" politicians were all boot lickers to petro Sheikhs and briging their warped culture to our society since the 1970s. I am glad that chapter is almost over as long as IK makes Pakistani and its people more nationalistic and think inward for the priorities of the nation than some bloody "Arabs" in Syria or Balistine the better if he bring the "neo liberal" crap then no good

But yes, I agree, Pakistan should not be beholden to Arab sheikhs or anyone for that matter.
However, Pakistan was founded on an Islamic basis. This is an objective fact of history. Because the Islamic ingredient is what binds the various ethnic groups together and disarms ethnic jingoism to a great extent.
So even if we wanted to we could not remove Islam from Pakistan because without it there is no Pakistan.
