We don't have financial resources for this burden. Plus, the security situation will result in a large number of uncovered areas and the figures from 1998 will be adjusted to fit the selected areas (like 1998 when Baloch nationalists rejected census participation and 1981 census figures were adjusted in a number of districts)

ISLAMABAD: A fresh summary has been moved to Prime Minister Syed Yousuf Raza Gilani for conducting the upcoming population census in two phases housing census in October/ November 2010 and individual census by March 2011, it was learnt.
In the aftermath of 18th Constitutional Amendment, the holding of population census falls under the jurisdiction to Federal Legislative List-Part II, so the approval of the Council of Common Interest (CCI) will be sought for conducting this crucial exercise, which has already been delayed for three years.
A senior official of the government told The News on Monday that the government would take a decision whether to seek Armys help to conduct the upcoming census or not. I dont think that there will be a need to seek the Armys help this time as in the past they had done couple of times without ther= Armys help, he added.
When reminded about the last census held in 1998 that was done with the help of the Army to remove controversies, he said that it was done with the Armys help during the last time but the decision was up to the government keeping in view the ground realities.
However, the sources said that Army seemed reluctant to spare its troops keeping in view its heavy engagement on war against terrorism in various parts, especially in tribal areas.
When contacted, Secretary Statistics Division, Saeed Ahmed Khan, at his office on Monday confirmed that they had sent a fresh summary to the prime minister for getting approval to conduct the next population census during the ongoing financial year.
We proposed to conduct house listing in the first phase to be done in Oct/Nov 2010, while the individual census was proposed to be done in March 2011, he maintained.
The secretary Statistics said that the concerns of the provinces were removed before forwarding the summary to the prime minister as without evolving a consensus it was not possible to conduct this crucial exercise in the whole country.
To another query about any allocation earmarked for holding the census in this ongoing fiscal year, the secretary Statistics said that the government had not allocated any amount in the current financial year. But the deputy chairman Planning Commission had assured us that when the money would be required to hold the next census the government would provide all the required resources, he added.
To another query, he said that the government had spent Rs1.6 billion for holding the last census that was done in 1998. Now the government will have to spend over Rs 3 billion at least to pay around 155,000 enumerators for doing work for at least 15 days.
