I think while India debates this, its of more urgency in Pakistan...
I think there should be at least one institution in front of whom no immunity is valid. President, Prime Minister, Judge, can be tried for corruption.
NAB has failed as an institution under corrupt politicians, classic example is of Rehman Malik a highly corrupt individual to whom NAB reports to and no power in the world is able to get him for corruption.
I would suggest one modification given Pakistan's example. The NAB should not only be independent, it should have its own law enforcement force and its own jails. Unlike the SC which can't do jack even if it tells anyone to be arrested (and the police refuses to follow the SC orders). NAB catches them, NAB tries them, NAB jails them.
