We already have the knowledge. I think govt is trying to separate ISRO from military satelite and future millitary operations in space so that ISRO doesn't attract any sanctions or bans from the west directly.

No its an SLV being developed specifically for military purpose, govt wants to seperate ISRO from military projects as it would attract negative attention in the West affecting collaboration with other space agencies
