For that mater someone might argue that china is better equipped atleast in some of the areas.
Same can be said about chinese. No one can match them in adopting new concepts technologies and tactics and the discipline not just in military but also in the whole nationUSA is still unmatched in key aspects of military technology. The American military is not exactly puny.

Furthermore chinese are far a head in terms of their manufacturing capacity and the speed of manufacturing. The pace they can build military equipment is higher than even whole nato combined.
So this all is subjective.
