Nope, Russian infantry military equipment was about the same level as French or British one. We were called "Gendarme of Europe" for a reason - like they call USA "world policeman" today. But, we have worse fleet and problems with military logistics and organization, because czar Nikolay was very conservative man and still have been thinking it was era of Russia's triumphs over Napoleonic Europe. Nevertheless I suppose it is not that bad to fight against 3 superpowers for several years and still do not lose the Crimea and other lands.
