Suicide bombers involved in Attock incident had no record at NADRA. Alongwith other bombers previously, had no record either. They didn't come all of a sudden from across the border but, were roaming streets and walking on the soil of Pakistan. Now, Please launch a nationwide programme of compulsory registration of every individual.

Announce a deadline like three months to get registered at NADRA, or face repercussions of imprisonment for specific time till you get registered, seize the ability to use roads/public transport/shopping/medical/parks etc. Gatekeepers and bus conductors will check ID cards. Every now and then there'll be massive screening of population.

Normally a system is there, where one have to get NIC for college admission and jobs. But a parallel world exists where there is no need of such things at the most. That world is madrasas. Register them as well as each and everyone madrasa dweller.

Besides that, having CNIC is discretionary act, you need you get. Its time to make it compulsory act.

This vindicates Indian stand when Pak authorities say " No record exists of the terrorist ' whenever a man sent across the border is apprehended like the one in Udhampur + Kasab.
