DELEGATION FROM PAKISTAN GENERAL STAFF VISITS COE-DAT

HISTORY OF COE-DAT (TMMM - Terörle Mücadele Mükemmelliyet Merkezi)

In 01 December 2003 Turkey declared her intention to establish COE-DAT.

In 15-16 March 2005 First Memorandum of Understanding (MOU) Meeting conducted at PfP Center.

In 03-04 May 2005 Second Memorandum of Understanding (MOU) Meeting conducted at PfP Center.

In 20 May 2005 COE-DAT cadre moved into its own new buildings.

In 28 June 2005 COE-DAT was inaugurated by Chief of General Staff Gen.Hilmi ÖZKÖK with the participation of distinguished guests.

In 28 June 2005 COE-DAT Note of Joinings (NOJ) (Operational NOJ, Functional NOJ) were signed by Turkey, Bulgaria, Romania and UK. So, Bulgaria, Romania and UK officially joined to COE-DAT.

In 08 September 2005 the USA joined COE-DAT by signing NOJs.

In 05 July 2006 Germany joined COE-DAT by signing NOJs.

In 27 September 2006 the Netherlands joined COE-DAT by signing NOJs.

In 14 August 2006 COE-DAT was accredited by NATO and gained “International Military Organization” status.

In 04 March 2011 Hungary joined COE-DAT by signing NOJs.

Can someone please describe in simple terms what this department really does?

I'm glad to see that Turkey and Pakistan are also working on counter terrorism.

Their site lists their missions as;

a. Provide subject matter expertise on the full spectrum of transformation of DAT by serving as a principal advisor to SACT.


b. Provide DAT training and education at the strategic and operational level.


c. Assist ACT in testing and validating terrorism-related NATO concepts through experimentation.


d. Assist in doctrine development by leveraging knowledge and lessons learned.


e. Contribute to NATO standardization and improve capabilities/interoperability.
