China is willing to provide technical support for Venezuela to help restore the power, Lu added.

Large parts of Venezuela were left without electricity due to what authorities called sabotage of the country's central hydroelectric plant at the Guri dam in southeastern Venezuela since last Thursday.

After 20 hours without service, electricity was restored to at least 10 Caracas districts and to several eastern states. However, a new power outage hit the Venezuelan capital again on Saturday and much of Venezuela remained without power on Monday.

Venezuelan President Nicolas Maduro said on Saturday that the country was the victim of a cybernetic attack on the national electrical grid system.
