A viable reparation formula for colonial exploitation by British is difficult but a British Prime Minister "bending on knees" asking forgiveness on the centenary of Jallianwala Bagh massacre will wash away in many ways the sense that there are wrongs that have not been acknowledged, feels Congress leader Shashi Tharoor.

The issue of reparation came into limelight after Tharoor spoke at Oxford on the proposition 'Britain Owes Reparations to Her Former Colonies' last year and his speech went viral on social media and was hailed by fans and critics alike. Prime Minister Narendra Modi also had congratulated him for having said "the right things at the right place".

And now he has come out with a book 'An Era of Darkness: The British Empire In India' which discusses, in depth, the variety of ways in which the British nearly destroyed India during the heyday of the Empire. "You cannot quantify the wrongs done. What is far more important than financial reparation would be an apology.

"People who are not responsible today for the wrongs done by their forebearers in the past era apologise nonetheless to people who are not the ones to whom wrong was done. But it is in a sense an entire society apologising to entire people," Tharoor, MP from Thiruvananthapuram, told PTI in an interview. According to him, a viable reparation formula is difficult as a just sum would not be payable and a payable sum would not be just.

Citing two examples of Willy Brandt, the German social democrat leader who was in no way related to the crimes of the Nazis, going on his knees at Warsaw ghetto and apologising, and more recently Canadian Prime Minister Justin Trudeau apologising for the Komagata Maru incident though Canada did not actually kill anybody, he says these offer a model in the Indian context too.

"These two apologies offer a model for a future British Prime Minister on the centenary of the Jallianwala Bagh massacre to come to that site, bend his or her knees and beg forgiveness for all sins committed in the past.

"That I think will wash away in many ways the sense that there are wrongs that have not been acknowledged," the former Minister of State for External Affairs said. In the book, he also writes, "David Cameron’s rather mealy-mouthed description of the massacre in 2013 as a 'deeply shameful event' does not, in my view, constitute an apology.

"Nor does the ceremonial visit to the site in 1997 by Queen Elizabeth and the Duke of Edinburgh, who merely left their signatures in the visitors' book, without even a redeeming comment.

"Whoever the PM is on the centenary of that awful crime will not have been alive when the atrocity was committed, and certainly no British government of 2019 bears a shred of responsibility for that tragedy, but as a symbol of the nation that once allowed it to happen, the PM could atone for the past sins of his or her nation," Tharoor said.

The Jallianwala Bagh massacre had taken place in Amritsar on April 13, 1919. On hearing that a meeting of nearly 20,000 people was taking place at Jallianwala Bagh, Brigadier General R E H Dyer had ordered 50 riflemen to shoot at the crowd. More than 1000 innocent Indians were killed and over 1,100 injured.

Tharoor, however, feels reparation is a bit of red herring. "I got into that debate because that happened to be the topic of the debate at Oxford that I was invited to.

"It is not necessarily the principal theme that I would have chosen for the debate and is certainly not the principal theme of my book because it actually concludes in the brief discussion on reparation issue that almost any amount that would do justice to crimes and losses suffered would be unpayable."

He said his speech at Oxford was inspired by decades of reading and passion about engagements with history and based on what he thought he knew. On three most unpardonable things of the British, he names economic exploitation and ruination of India on the basis of which the colonial rulers built up their own property; cruelties and exaltation and glorification of those who perpetrated these; and racism and discrimination.

He said his book, published by Aleph, is written as an argument and it is not a narrative history or a dry scholarly work.

The Jallianwala Bagh massacre took place on April 13, 1919, when non-violent protesters, along with Baisakhi pilgrims, were subjected to unprovoked firing by the British Indian Army troops, commanded by Colonel Reginald Dyer.

More than 1,000 people were believed to have died in the action, which left the nation in a state of shock and paved the way for widespread public rebellion.

Some rare documents hit upon during the ongoing work of digitization of Punjab archives exhibit that the British had announced cash compensation to families of those killed in the brutal massacre of innocent people at Jallianwala Bagh in 1919.

The massacre was ordered by Col Reginald Dyer. The developments unfold in the backdrop of a case in the Punjab and Haryana Court where a freedom fighter Mohan Singh has sought compensation for his grandfather’s brutal killing in the Jallianwala Bagh massacre.

The petitioner claimed that the compensation has been long overdue. Documents say compensation was handed out to only 218 families out of the total 376 who were officially killed in the massacre. In reality, there were in excess of 1000 innocents including women, children and old who were killed in the gunfire.

Officials of the Punjab Digital Library (PDL) while working on the project accidentally found documents of historical importance that talk about the amount of compensation to effected families and even a confidential letter by the then Amritsar deputy commissioner HD Craik on the issue. Documents reveal that the compensation amount went up to Rs 1.01 lakh for an Amritsar-based businessman family. In many cases the compensation for the families of those killed was only a few thousands of rupees and a few hundreds of rupees for the injured. A total amount of Rs 15,92,155 was sanctioned for families of those killed.

The information has been documented in four files of the home department of the British administrated Punjab from 1920 to 1922. Experts maintain its a lesser know fact. Meanwhile in the petition before the Bench of Justice MMS Bedi, which will come up for hearing in the second week of July, petitioner Mohan Singh, 90, has said his grandfather, Ishar Singh, along with other villagers, had visited the congregation at Jallianwala Bagh on April 13, 1919. He said his grandfather died in firing that ill fated day.

The British government should apologise for the 1919 Jallianwala Bagh massacre in Amritsar, London Mayor Sadiq Khan said on Wednesday, calling it a tragedy one “must never forget”.

Mr. Khan, who arrived in Amritsar on Tuesday, paid a rich tribute to those who died in the Jallianwala Bagh incident.

“It was incredibly moving to visit Jallianwala Bagh. Our thoughts are with all those who died.

“It is time for the British government to finally apologise. The tragedy in 1919 on the eve of Vaisakhi is one we must never forget,” Khan wrote in the visitors’ book at the Jallianwala Bagh here.

The massacre took place on April 13, 1919 when British troops commanded by Brigadier-General Reginald Dyer, opened fire at a crowd of unarmed people, on the harvest festival of Baisakhi.

A large number of people died in the incident.

The former British Prime Minister David Cameron, during his 2013 visit to Jallianwala Bagh, also condemned the tragedy and described it as a “deeply shameful incident” in British history. However, he stopped short of making any official apology.

Wrapping up his first official tour to India, the London Mayor, earlier today, also paid obeisance at the holy shrine of Golden Temple.

During his visit, he participated in langar at the Golden Temple complex and showed keen interest in knowing how the food is prepared.

Mr. Khan was also presented with a Siropa (robe of honour) by officials of the Shiromani Gurdwara Parbandhak Committee (SGPC).

“It has been a privilege for me to be in Amritsar for the last 24 hours. The Golden Temple is a spiritual home for tens of thousands of Londoners of the Sikh faith and millions of Sikhs around the world come to Amritsar to pay their respects to worship,” he said while talking to the reporters.

Also, sharing the same sentiments on the visitors’ book of the Golden Temple, he wrote: ” The warmth, hospitality , spirituality are a lesson to us all. Thank you for providing me with memories that will stay with me forever“.

On Tuesday evening, Punjab Chief Minister Amarinder Singh hosted a dinner for the London Mayor in Amritsar.

Khan, who was on a three-city tour to India, visited New Delhi, Mumbai and Amritsar to strengthen the UK’s capital trade ties with India.

Iran and especially China gave political support to Pakistan during the war, thus suggesting new directions in Pakistan that might translate into support for its security concerns.

The war in the Western Front had started from 05 August with Pakistani infiltrators coming into Kashmir; by 28 August the infiltrators were beaten and Hajipir pass captured. When they failed, Pakistan launched Operation Grand Slam, the attack at Chhamb. At this stage the Chinese started raising the ante to prevent India from shifting troops to the Western front. The Chinese who had hitherto remained away from the watershed, moved troops forward. They accused India of having set up posts in their territory. They had made such accusations on 27 August. When India dramatically enlarged the conflict outside J&K on 06 September by attacking the international border opposite Lahore, the Chinese stated “the Chinese government firmly condemns India for its criminal aggression, firmly supports Pakistan in its just struggle against aggression, and solemnly warns the Indian government that it must bear responsibility for all the consequences of its criminal and extended aggression”

The formal Ultimatum was issued by China on 16 September asking India to withdraw from 56 alleged incursions into Tibet

Prior to the 1965 Indo Pak war, the Chinese never came up to the watershed, infact prior to 1965 no PLA troops were ever seen by our troops in the area. Location of the alleged incursions was in Sikkim for obvious reasons. From the tip of the Chumbi Valley to then East Pakistan at the narrowest point is only 23 kms. Any PLA threat here would be coercive as any attack here would target the jugular to the North East - to which India was the most sensitive.

On a more serious note, Indian govt. must make it a policy of embarrassing the UK govt. by demanding an apology every time they come down to India for a visit. There is no shortage of historical events for which such apologies can be demanded.

The UK press and govt. spare no chance in embarrassing the Indian govt. when they ever visit the UK. They need to be paid back in the same coin.
