Government needs to implement a system :
passports, cnic, car number plate for buyer and seller including note checker system and register seller.
vets to check each animal for health etc.
animal papers to be created for validation.
when buyer and seller exchange it should be signed on a contract and recorded by witnesses and even on camera.
