Army to join FIA probe against Mush

ISLAMABAD - The military establishment has decided to become part of the investigations being conducted by a team of the Federal Investigation Agency (FIA) against General (retd) Pervez Musharraf and his associates for imposing emergency on November 3, 2007 and holding the Constitution in abeyance, The Nation learnt on Tuesday.
As a first step towards this development, army has showed its willingness to appoint a focal person that would interact with the investigation team of FIA and to provide it necessary assistance in this connection. Similarly, President House and Prime Minister’s Office are also in the process of appointment of focal persons separately to assist the team.
FIA team headed by its Additional Director General Khalid Qureshi, some days ago, had written a letter to the Ministry of Interior requesting that the incumbent government and the army should be asked to appoint focal persons as necessary information as well as documents would be needed from both sides, civilian and military, to probe the high profile case.
A member of the FIA’s team probing the case informed this scribe that they had got a positive response from all sides and all the concerned quarters were in the process of appointment of their focal persons to assist them. He, however, further did not give the details of the focal persons. According to the sources in FIA, army’s judge advocate general (JAG) would join the investigation team to assist in the case.
Omer Hameed Khan, the spokesman of the Interior Ministry commenting on the issue, said that the Interior Ministry had written letters to Prime Minister’s Office, Presidency and army for the appointment of focal persons. “Yes, letters have been written to all for the appointment of focal persons,” he confirmed The Nation through a message.
The federal government in its 26 July undertaking given before the Supreme Court had informed the apex court that the Prime Minister had directed the secretary interior to issue directions to the director general FIA for the constitution of a special team to investigate the charges of high treason against Pervez Musharraf for promulgation of emergency on November 3, 2007. As a result, director general FIA constituted a four-member team headed by Khalid Qureshi to probe the case.
FIA sources informed The Nation that the investigation team had written to the Interior Ministry for the appointment of focal persons after thoroughly going into the contents of the proclamation order of November 3 emergency.
The investigators thought t that the process of proclamation of emergency also included the then senior army and civilian authorities and it would be unable to access the military record and to interact with the military authorities. So, the appointment of focal persons was indispensable.
The FIA team wanted to have an access to the minutes of the meeting that was attended by then “prime minister, governors of all the four provinces, chairman joint chiefs of staff committee, chiefs of the armed forces, vice chief of army staff and corps commanders of the Pakistan Army” before the promulgation of emergency. The November 3 emergency was imposed as a result of the decision of this meeting.
The FIA team was also in the process of preparations of lists of those civilian bureaucrats who were appointed at key posts at the time of imposition of emergency to ascertain from where they were getting directions to implement the decisions soon after the proclamation of emergency.
