In 2009 became the third city after Beijing&Shanghai to manufacture over 1 million vehicles per year.

These are tier 3 cities. But look more developed than any slum dog cities.
not all are tier 3
Lanzhou is tier 3 without doubt, a provincial capital city.
Shiyan is tier 4-5.
Liuzhou is tier 3-4.

I have been to Baoji before and visited the Famen Temple, it is massive, same with the courtyard. The pagoda is 148m tall. Pictures can't do it justice.
