The Human Rights Commission of Pakistan (HRCP) has expressed grave concern over the deteriorating law and order in Karachi, saying that 490 fell prey to target killings in the first six moths of 2011.

Data compiled by the HRCP show that a total of 1,138 people were killed in the metropolis during first six months of the year.

“We have sent a letter to the Sindh chief minister for an appointment to apprise him about our concerns but have not received any response so far,” said the Zohra Yusuf, Chairperson of the HRCP, while addressing a news conference on Tuesday.

She said that Lyari and Orangi towns had been the worst-affected areas and the media needed to probe the causes. She said the government’s inefficiency seemed to be the major cause of this mayhem since it wanted to keep the coalition partners happy and refrained from taking action against the culprits.

“On what basis Interior Minister Rahman Malik says the situation in Karachi will improve,” she wondered.

Amarnath Motumal, Vice-Chairperson of the HRCP’s Sindh chapter, said that on the one hand the killing of political activists hailing from the Muthahida Qaumi Movement (MQM), the Awami National Party (ANP), the Pakistan People’s Party (PPP) and other parties was on the rise, while on the other there was a spate of sectarian killings that had made the life of the common man miserable.

“Kidnapping cases are on the rise and intelligence agencies have failed to detect the culprits.”

Motumal said 123 people were killed in the city due to personal enmity, while another 37 people lost their lives in the Lyari gang war during the last six months. “We don’t see any improvement in the law and order situation in Lyari,” he regretted.

“The question is how to contain violence,” he said. “If we can bring some improvement we can say we have achieved something.”

The data compiled by the HRCP from January 11 to June 11 show that there were eight sectarian killings, 137 people were abducted and killed, eight people were killed by stray bullets, while 24 women were killed by relatives. The data revealed that 26 women were killed by unidentified culprits, four women and two men were set on fire, 250 people (non political) lost their lives in target killings, 34 people were killed in police encounter, whereas 10 people were killed on railway tracks.

According to the report, 77 target killing victims belonged to the Muttahida Qaumi Movement, 26 to the Pakistan People`s Party, 29 to the Awami National Party, 16 to the Mohajir Qaumi Movement-Haqiqi; seven to the Sunni Tehreek; nine to the Jamaat Ahl-e-Sunnat, two to the Jamiat Ulema-e-Islam; one to the Pakistan Muslim League-Nawaz; one each to the Jamaat-i-Islami, the PML-F, the Jeay Sindh Qaumi Mahaz and Punjabi-Pakhtun Ittehad, and four to the banned Sipah-e-Sahaba Pakistan.

The report added that 30 children were killed, 41 policemen lost their lives, 123 people were killed due to personal enmity, 58 men and two women were killed by robbers, while 29 dead bodies were found.

In the same period, at least three drug addicts were found dead, 176 political activists killed and three security guards were killed, three persons (male) died in prison, four men and one woman were killed by police, it added.

It further stated that 42 people lost their lives in bomb blasts, 37 people were killed in the Lyari gang war, five men and three women were killed in the name of karo-kari, one person died due to consuming toxic wine, while 51 males, one female and four children were killed in ethnic violence.

The report said that 11 people belonging to the military and paramilitary forces were killed, while two people were killed by military and paramilitary forces.
