    Having a ready to fire nuke is different from making up all necessary materials ready for a nuke.... Even india and Japan have necessary materials to make a significant number of nukes. They don't because of financial and difficult chain of commands...

    1. Malacca strait is international waters, china doesn't need a law to protect its interests here. however i am not aware if there exists a law which prevents Chinese forces from defending its interests away from its mainland 2 & 3 even if some rebels or terrorists attack or capture Chinese...
