Due to Azerbaijan trying to get into the United State's good books, as well as their desire to annex a part of Iran have led them to follow a anti-Iranian approach. What will be interesting to see is what they will do if relations between Iran and the west improve.

I believe the racist term you are thinking of is Tork-e khar, which means donkey Turk. The Tork on its own just means Turk and Azeris in Iran call themselves Tork.
