since there is high demand for metro's in India, I don't understand that why are we importing them? Isn't it better for govt to incentivize industry to create factories here .

A lot of countries have special programmes which identify and train students for IMO. Many ex-Soviet countries and China have such programs. As far as I know India has no such programs. This type of competition needs specialized training and no one, no matter how bright can just go there and...
