With IIR seeker, the missile will be guided close enough to the target using the ground control system (which has radar or some other networked target data) so it's not a problem.
From an engineering point of view this is ridiculous. You don't start integrating a weapon into a platform for which a design doesn't even exist yet. The slide was clearly talking about integrating into Anka, not Anka 2.
It just happens that one of the categories in which Russian engines are inferior is very important for stealth (thermal signature). The fact that they're using these engines (or planning to) doesn't mean they'd be chosen by a foreign country as a stealth jet engine. Even China is not using them...

I assumed as much when the specs came out showing they wanted 2 x 20k lbs engines which the EJ-2x0 can't provide. Rolls Royce I think will provide the engines or design assistance to develop new engines.
